What about removing the minimum level restriction for the pillar of ice and flame... and adding a mission computer skin for it? Would that cover it?

If you were using a proper attack chain with no gaps, activated hasten, then continued using the same four powers in the same rotation, dps would be unchanged. So it can't speed up your attack chain, unless you had gaps... but hasten could allow you to change your chain, which would probably mean MOAR DAMAGE For example maybe you could eliminate a T1 or T2 attack that previously filled in gaps. Also, your nukes and big stuff is up more. More damage per second is a likelihood.

The game makes liberal use of a generic punching/weaving animation for allies and enemy spawns to show that they are fighting when you get there. As far as I can tell, this isn't an option. Am I missing it somewhere? Is there a configuration that does this if you choose default? If I'm not missing it and it isn't currently available... wtf?

Sure. It speeds up recharge. That's it. It doesn't speed up activation time, animation time, damage dealt or anything else. If your highest dps attack chain already has no gaps in it, there would be no change to that attack chain's dps. If using hasten allowed you to use a different attack chain that does more damage, it might be 70%. It could also be 15%. It might be 127% more damage per second. A 70% increase in recharge does not translate directly into 70% more DPS, because recharge isn't the only variable. Activation time, animation time, damage, accuracy, target caps... heck if you wanted to be pedantic even movement speeds impact your DPS. Different powersets and different builds will take advantage of recharge at a different rate. Faster recharge could mean more damage. Maybe it means a lot more. Maybe it means a little bit. Maybe it means no more damage. It varies widely based on so many other factors.

Well, it isn't set up to fire at a given rate per minute. I could understand why you think that... the description says that it is. But it isn't. It just isn't. That information in the description is not true. That's not the real rate. That is an inaccurate and untrue estimate. I can tell you're confused because we've already covered this. It's not your fault. The description is inaccurate. Hope that helps.

Oh gosh. Well, it means you would know the chance of it firing. If you know the chance of it firing then you could make informed decisions about how to slot it. If it has a 10% chance to fire in one configuration, and a 60% chance to fire in another, and I want it to have a higher chance of it firing, I will pick the configuration that gives it a 60% chance. If I have a proc that could go in two different powers and I wanted it to have a higher chance of going off... I could pick the power that gives it a higher chance of going off.

Nah... it should just show the chance when you hover the enhancement over the power like it shows everything else, and then say it in the description once it's slotted.

Procs do. Their chance to fire is related to the recharge of the power they are in, as affected by enhancements. As we can see, people don't know this. Some might not care, but there's a large portion of the playerbase that doesn't realize this, and would slot differently if they did.

This thread itself is evidence that this should have been changed a LONG time ago. You have people who who post on the forums that really think that the PPM information is true. Imagine what the less interested playerbase thinks.

That information is inaccurate and unhelpful and does nothing to explain the chance a proc has to fire. The author wants to know the chance a proc has to fire.

They have a chance to fire. The "procs per minute" is a very inaccurate and unhelpful estimate, because it doesn't consider any of the variables that impact the rate at which it fires. It's an objectively stupid way to explain it, as it could only possibly be true for a build with a specific amount of recharge using the power a specific number of times in that minute. It just doesn't work that way.

Uh oh! Whoops! Those are estimates, ranges and external sources. OP wants to be able see the actual chance it has to proc in the game.

Oh bless your heart. That thing might still happen, but it will happen because my inventory is full of rares. I will net more rares... like a lot more... because it will only be full of rares and the rares I do miss will be because of it's full of rares. It will also fill more slowly... because common drops are more common than rares... so the amount of time it spends full, between me noticing... that will be less time. Less time that it's full... and it's full of rares. It's a little complicated, so it might not be obvious... but rest assured the net result is more rares. -
Umm... probably a stance issue. If you've chosen blitz, parkour, ninja etc... they run toward the camera. If you use the default stance, they backpedal. Some run animations also change based on if you're holding a weapon. For instance blitz will run toward the camera, but if you're holding a beam rifle you'll backpedal. The free camera movement thing that other guys is talking about is related to what happens when you change your camera around and then move, ie will it snap back behind you. It doesn't change your run animations and isn't relevant to your question.

Yes! Everytime I notice that my salvage is full, I realize I have no idea how long it's been full and how many rare drops I've missed. I would love to be able to reject common salvage. -
You mean you don't like your information unnecessarily vague and likely inaccurate as our lord and savior Statesman intended? What would the description even say? "Gives a chance to cause fire damage. The percentage of this chance is affected by recharge time and other variables." Then what RIGHT CLICK and get an actual number? This is crazy. This is blasphemy. Review your combat parser logs or use spreadsheets and databases like a normal player.

A mechanic where the weather changes based on who is winning is a very cool idea. You could put that in any zone of any game, pvp or not, with any backstory you want... even if it didn't impact gameplay really, it's an interesting way to visually represent control of a zone.
