They have a chance to fire. The "procs per minute" is a very inaccurate and unhelpful estimate, because it doesn't consider any of the variables that impact the rate at which it fires. It's an objectively stupid way to explain it, as it could only possibly be true for a build with a specific amount of recharge using the power a specific number of times in that minute. It just doesn't work that way.

Uh oh! Whoops! Those are estimates, ranges and external sources. OP wants to be able see the actual chance it has to proc in the game.

Oh bless your heart. That thing might still happen, but it will happen because my inventory is full of rares. I will net more rares... like a lot more... because it will only be full of rares and the rares I do miss will be because of it's full of rares. It will also fill more slowly... because common drops are more common than rares... so the amount of time it spends full, between me noticing... that will be less time. Less time that it's full... and it's full of rares. It's a little complicated, so it might not be obvious... but rest assured the net result is more rares. -
Umm... probably a stance issue. If you've chosen blitz, parkour, ninja etc... they run toward the camera. If you use the default stance, they backpedal. Some run animations also change based on if you're holding a weapon. For instance blitz will run toward the camera, but if you're holding a beam rifle you'll backpedal. The free camera movement thing that other guys is talking about is related to what happens when you change your camera around and then move, ie will it snap back behind you. It doesn't change your run animations and isn't relevant to your question.

Yes! Everytime I notice that my salvage is full, I realize I have no idea how long it's been full and how many rare drops I've missed. I would love to be able to reject common salvage. -
You mean you don't like your information unnecessarily vague and likely inaccurate as our lord and savior Statesman intended? What would the description even say? "Gives a chance to cause fire damage. The percentage of this chance is affected by recharge time and other variables." Then what RIGHT CLICK and get an actual number? This is crazy. This is blasphemy. Review your combat parser logs or use spreadsheets and databases like a normal player.

A mechanic where the weather changes based on who is winning is a very cool idea. You could put that in any zone of any game, pvp or not, with any backstory you want... even if it didn't impact gameplay really, it's an interesting way to visually represent control of a zone.

I guess I've just never experienced the problem that hasten solves. Maybe I'm slow... I'm never really waiting on recharges. I haven't played everything yet, though. I've never played a Controller... I know some of those recharges are long.

People can't seem to get off of it, so I'm afraid to try it. Is it really that good? Am I really missing out on something? I don't feel like my powers recharge slowly, in fact I often feel like some of my stuff goes unused. Current build has 49% recharge bonuses which feels like plenty. Will I get addicted if I try it?

One of my favorite forum phenomena: two posters telling eachother that they can't say what someone else can and can't say what someone else can and can't say... They just keep using different words, trying to find the last one. This is fun! -
You should go on General chat and complain, just don't get too specific. If anyone asks for details, link the forums and maybe insult them a little. Let those casuals know that the game is ruined.

The goal was to be as useful and versatile as possible without giving up too much damage. I chose to only soft-cap ranged defense so that I didn't have to give up elsewhere. I also don't hover, so I mitigate melee with good positioning, lots of Combat Teleporting and Caltrops. AoE is occasionally a problem and I get dropped occasionally, but it's safe if I'm smart. I need Break Frees more often then I need Rezzes. Beam Rifle is known as a "single target damage" set, but I haven't felt limited to that role. Overcharge comes up more often than I need it. If Aim and Overcharge are recharging and another spawn is coming up, I try to get ahead of the team and plant Remote Bomb. If all the big stuff is recharging and my team is low on damage, Disintegrate, Lancer, Cutting Beam, Caltrops, Melt Armor and by then either my big stuff is up or the lower DPS teammates can handle it. Kick isn't just a mule, I have it bound to V and use it quite a bit on mobs with a sliver of HP left. Field Operative, Celerity +Stealth, Smoke Grenade and Teleport Other make him fairly useful for things other than Blasting. With the exception of a slot or two, I mostly leveled this way... but I did originally take Arsenal Mastery. I wanted very badly to stay on theme, but Arsenal Mastery just sucks so bad. All I used from it was Surveillance to help my team do damage, but Melt Armor does that and now I have a hold in case we need that. Gun Drone is situational. I skipped Piercing Ray because I've had it before on another character and it's so slow I only ever shot dead bodies with it. Once I've got all my exploration badges, I'll probably swap Super Speed for Rise of the Phoenix for the fun factor.

This feels pretty complete to me. I don't have End issues, I'm never waiting on powers and most stuff dies when I want it to. I can't really think of anything I would change about it. It was also very cheap. No winters, no very rares... just the ATOs and a few of the uniques, but I did a lot of crafting, converting and selling while I leveled, so I pretty much arrived at 50 like this with the exception of a slot or two (and Arsenal Mastery instead of Fire, but I don't want to talk about that). If you need a Beam Rifle / Devices build, I'm confident in this. If you are an expert in either set I would welcome any feedback or anything I'm missing, as this is my first time sharing a build. I appreciate the runners up and top scorers being posted. They probably enjoyed the recognition, but I liked it because it gives more insight into what you guys are looking for with these.
