This does seem to be how things evolved. It is especially profound in the 40-50s. On your average 45+ team you'll have a few incarnates spamming Judgement. Defenders/Blasters/Corruptors are going to be nuking every 2-3 groups and Elec/Shield Brutes and Scrappers are all over. Annihilating every other spawn with their mini-nukes. Leading to mobs dying very fast. To the point where sometimes my Defender doesn't even have time to lay down Tar Patch unless I race ahead. Because of this I feel like I have the most fun in the late 20s and mid/high 30s. The team still feels like a team, we are strong on our own at this point, but still generally have holes in our capabilities so we rely on one another. End-game tends to be a bunch of Heroes who can probably solo x8 maps anyways, teaming up with others and wiping the floor with the mobs. Which has its own merits don't get me wrong. But the teamwork aspect seem to be downplayed a lot at that point. I feel the low and mid levels are more interesting because we don't have our late-game super powers, or our slots. Doing the Moonfire TF on occasion has shown me how my power has grown as a Peacebringer from where I had a build but no IO's to now I have many IO's and their sets and I'm tougher because I have power and I know what to and not-to do. I still do the non-45+ TF's because they -are- still interesting and I'm able to see everyone's contribution, even my own. I still get incarnate drops from the lower TF's so I haven't found a reason to not do them. Incarnate powers certainly open a door making your character so much more powerful. Heck, -you- the Controller could be Judgement-bolting everything every two minutes much like me, the PB. What I find is that Controller are still recognizable for their powers. I can't see the effects with all the noise, but I can see how that thug isn't moving or that Boss isn't looking me in the eye. How a Quantum will go running towards someone else when they're supposed to be single-minded hunting me down. Your powers are working, the job is getting done it's just that there is so much flash and aoe damage that it's hard to see it. The difference I find in Controller vs no Controller is the lack of focus, you dictate how far the battlefield can expand because of runners or overpull. I was on an ITF that failed because we lacked control to debuff anything, Romulus was impossible to kill because we lacked a lot of what a Defender and Controller bring to the team in support powers.

Normally Normally I would agree. Between the global dislike of Knockback and my own interest in watching thugs 'dance' over 'retreating' I would be there with you 100% suggesting KD proc in KB powers. But there's something to be said for having the power to push a fight where you need it. -

You're certainly welcome to take the "lessons learned" from this build and (*ahem*) cross-pollinate them over into Plant/* to make another build. That's kind of the point of posting up this sort of thing ... inspiring others to do really nifty stuff (too). And the ironic thing is that I was kind of wondering today what Mind/Nature would have looked like instead ... And that's why I read your posts. They're not just "Boom, Perma-hasten" but a nuanced structure of choices made that I'm starting to understand the more I look at it. -

I ran an Elec/Storm controller in a group briefly. I'm at 14, tested out some powers on well-underleveled thugs to see how the might play out later. Jolting Chain is going to be one of my favorites. Love the blast, damage and the knockdown as it bounces around the group. -

Over the weekend I was playing my Tank. When I tank, I tanky tank. I take it as a short of challenge to keep the group moving, stay ahead of the nutter scrappers and brutes, and generally pace all the mob sets as well as I can. But I had a couple of teams where I wasn't needed. On one the leader was a brute who could easily take the alphas, especially with the quality defenders on the team. He was faster than me, did way more damage than me (I don't do damage as a rule) and because he had the star folks often took his lead over mine. A couple of times we split into two teams which was actually rather fun, but in the end I just felt extra. It happens to everyone. The other team had two exceptional controllers that could lock everything down so fast I hardly took an alpha and if I did, that was the only contribution I made to that mob spawn. Still. I was there to catch something if it fell through... or so I told myself. It happens to everyone. 8 people on a team, no one is essential, or should be. Everything is about play style, mobs-on-tap, and how all the builds stack up against those two. Sometimes you just have to relax and let go. Ran Sara Moore TF over the weekend with a friend of mine who typically plays tank. I'm used to being overlooked in a large team, PeaceBringer damage isn't as amazing as a top-tier blaster and in the chaos it's hard to know who's doing what. But my friend was feeling useless over Kinetic Speed-boosted Scrappers burning through packs quickly. In the right team you'll feel outclassed or unneeded. When the synergies line up and the team is racing at Mach 2 down the hallways utterly smashing the whole pack before racing off to the next it's almost impossible to know if you're doing your job properly. City of Heroes isn't a game where you need X tool for Y job every time. It's a game where all builds are viable and everyone brings something to the team. I main a Peacebringer and I'm familiar with feeling useless. My attacks all provide -def and when all is said and done it's hard to know if it matters. It does. It's just not as obvious as Earth Control holds or Kinetic Siphon Speed.

Full disclosure, while fine-tuning the build I spent a lot of my time leveling with almost exactly what is here. I originally had Luminous Detonation but that pulled too much aggro and got me shot. I had assault way later because I wanted to be a team player and I had my shields early (where they didn't do any good because I was getting shot by too many goons. And I had Radiant Strike but that encouraged me to put my face in places I had no right to be. So I moved powers that I knew when I'd need them to better places and I dropped the two powers that brought me misery and kept everything else. I can solo and manage really tough targets in Teams by hovering over them. Strongmen, Clockwork and a number of other problems punch -really- hard. But they have crap for range so just a foot or two above them and I can sorta cheese most content. I still pack my shields on, if I have access in lower content I wear Shining Shield because punches hurt and bullets are abundant when fighting Council. In the process I spent all but one free respec and one earned one to figure this out, find the character build I like and I'm still heavily attached. In late-game my resistance is great, I've survived some dodgy encounters and fearlessly faced down Quantum gunners. If you wanted advice on what to tweak to make something else fit, feel free to ask. -

When you're 50, you're level-set for no further level progression. Veteran Levels are a semi-new thing that pops every few million xp. It's inconsequential to the build. Level 50 is the cap. Some IO sets don't drop until you're 50. Purple sets are very rare (color indicator) and only drop in level 50 content which is why you still see 50's in the LFG channel looking for things to do. For Exemplar, when you're doing a TF at x-level you still retain access to your powers at x+5 levels, but Set IO's are limited to function within x+3 of your level. Except for the purple IO's. They work all the time. I don't 'farm' I just play the character every day and night because I'm a single-character kind of person. Find a character I love, tweak the costumes to fit my niche interests and themes, a good name and then RP or smash bad guys. But content you do gets you rewards. I'm getting Incarnate parts in lower level content (I got Shards and Threads in a Penelope Yin TF) and the yellow/orange recipes are dropping as much as normal. The build is entirely viable to level up with. I adjusted power choices across the board to be supportive and potent regardless what level you're operating at. Just joined that DiB that's forming? You'd have Assault and Shining Shield. Deeper into the content at level 30? You'd have and want all your shields. Low level content isn't that dangerous and the shields are largely unnecessary. You can stay hovered over the battlefield while you pick guys off at your leisure. -

Swap in Luminous Detonation and Solar Flare Swapping in Luminous Detonation and Solar Flare is easy if you consider the role those powers play and what you're substituting. You can swap Proton Scatter for Luminous Detonation as they can both hold the same set and fill the same role as a ranged blast. The downside is you have to reorganize what powers you pick at what levels to make this viable since Luminous Detonation isn't available as early as Proton Scatter. For minimal disruption you take Shining Shield at 8, at 14 you pick Luminous Detonation. Same slots. Dawn Flare and Solar Flare both fill a similar niche so you can just opt one for the other with no other change. Taking one IO out of Luminous Detonation doesn't break the set terribly, but you're trading "+6% Psi/Toxic resist, 10% Immob/held/stun/sleep/terror/confuse" for "knockback to knockdown". is this a level 50 thing? In some ways, yes. Some of the sets I harvest for +recharge aren't available until level 50. Ragnarok, Apocalypse and Absolute Amazement are all Purple IO "level 50 only" sets. They each contribute +10% to global recharge and are necessary for bringing the cooldown on Light Form as low as I have it. Purchasing the Attuned IO on these sets means their power is available to you at lower levels. Much of the power in this build is open to you as early as 22 with one IO set lighting up at 27. When you get Light Form at 38 you could be at full power. All of this assumes you're level 50 and then exemplar for TF's and Trials. -

Nova has it's own built-in endurance recovery, which is why you're not seeing issues there. Fitness: Stamina and Fitness: Health didn't initially work in the alternate forms but that was changed in i19 according to ParagonWiki. I believe the global proc will work in other forms, but that would require confirmation from someone who's done this. On the upside, you could slot one and find out and use an Enhancement Remover to recover it if it didn't meet your satisfaction. -

I'd love the chance but I play on Reunion with some other friends where I feebly try to RP in my downtime. Looking at the Incarnate stuff and based on my play at the high 30's I've got this idea. I run Shining Shield all the time, just about everything has some Smashing or Lethal damage. I run Thermal or Quantum shield when the situation requires it and I always run Assault and Tactics. My end usage isn't horrible even with modest normal IO usage and two slot Stamina, I only run low in extended fights or against draining enemies. Based on this understanding my Incarnate choice is looking heavily at Musculature, while the numbers are sorta ho-hum it would provide the most used effect. As you craft it up, Musculature Radial Boost benefits the tangible -def debuff we give on all our attacks. Spiritual had a running but it brings Light Form's recharged down from 94s to 91s. That's not -terrible- but hey, those 4s are sorta negligible anyways. If you're looking to streamline the recharge without Hasten and have all things Perma, then this is where you go. At Spiritual Radial Boost you have a .33s recharge lapse in Light Form and it peaks at Spiritual Core Paragon with 85s recharge. -

I'm not sure. I've done some research on each Incarnate but once I get to 50 I'm thinking perhaps Endurance recovery? Maybe a -res debuff. Something that would make your work in the 45-50 range more sustainable or team-friendly. You already produce a -def debuff, -res would mean easier hit and damage. I'll dig into it further once I start to approach 45. -

Luminous Detonation and Proton Scatter are totally switchable. They're the same damage with similar effects. I don't run Luminous Detonation because it was causing 'aggro' problems in my early 20's. I specced out of it and never came back. I've considered putting it back in to improve my single-target attack chain since it has a longer range than Proton Scatter but then Proton Scatter is holding a set for +recharge and then my overall recharge would suffer. -

I want my team to be better for me being there so I carry Leadership: Assault and Leadership: Tactics. Stripped a slot from Dawn Strike since it's 5-piece bonus was redundant. Moved that slot to Photon Seekers to 4-slot Essence Transfer for the additional recharge. Removed a resist damage set from Shining Shield. Was Impervious Skin and is now Aegis. Removed healing set from Reform Essence. Was Doctored Wounds. Is now Panacea for recharge bonus. Without hasten the numbers are small enough that you could salvage two slots and power choice and still have pretty great recharge. You could auto toggle Light Form with a 4s lag between cycles. I try to write a small blurb on the ID for every character I make. Some of it like back-panel description you'd see on the action figure packaging, some of it gets revised to add extra chapters and summarize that old blurb into a single line to make room for new bits. Self-writing a story on a character that never finds RP. But I enjoy RP and I was in a brief intro with another player last night. Also interested in finding a group of Kheldians who we could open a channel for in-character meetups and discussions of our squid-ness or lack thereof. -
It's always a Nemesis plot.

Editing to refine numbers. Didn't notice I had extra 5% recharge from sets. Move a slot around since some of that bonus couldn't be replaced very well, raised some resistances a little higher before Light Form. At full build, With Hasten running/toggled: Hasten secharges at 116s Light Form recharges at 77s Inner Light recharges at 23s Without toggling on Hasten Hasten recharges at 141s Light Form recharges at 94s Inner Light recharges at 28s So with a few seconds lag time, we've got on-demand Light Form and Inner Light. -
