  1. There are certainly more tools freely available for handling endurance, which is why I dont agree to a 2.5x boost. But a small boost nonetheless is not unwarranted. It especially is worth discussing, at least. As the numbers are now, the recovery set bonus is not worth chasing, it's basically a nice little throw in you get when going after real set bonuses. I will need to look at the numbers deeper and factor in accolades, but I dont see anything game breaking if the base recovery bonus received a small 1.5x boost.

Considering Stamina offers base 25% recovery, and the Performance Shift proc effectively acts as a 15% recovery when slotted in stamina, it is interesting that the Ultimate bonus of 4% recovery would mean it takes ~6 of these bonuses to match the inherent stamina, and ~4 of these bonuses to match the PS proc. On the flip side, the Ultimate bonus for defense is 5%. If you could get 5 of those, it's 25% defense for that type. That's roughly equivalent to two Scorpion Shields (defender epic version). To that point, Vanden's request to beef up recovery's base set bonus values is not unreasonable. Or perhaps the reverse should be considered, and other set bonuses (defense in particular) should be lowered to fall in line with Recovery. Eitherway, Vanden is not wrong that recovery bonuses are not balanced in comparison to other set bonuses. Although I do think 2.5x is too much, something like 1.5x seems fair.
  6. Panacea works the same as any other proc. It has a 3 PPM, so if you put it in health (where your AreaFactor is 1) you can expect it to have a 50% chance to fire every 10 seconds. You can put it into click powers if you think it will fire more frequently than once per 20 seconds. If you have Siphon Life as an attack, it might be decent putting it in there (Theft of Essence proc too). It really depends on how you play.
  7. I believe only Amp Up does +Recharge, however I don't know how much. It's only single target, and it has a long cooldown (but with a long duration).

  9. Dont let my suggestions deter you. I provided some guidance on what I think my next character could be. But if you have something that inspires you, and it looks good, I might just roll another toon to match its look.

  11. In terms of build design, I think everyone would prefer the S/L defense. But that just runs us back into the Recharge+RangeDef discussion and its vastly superior combination to other sets. I agree with the earlier justification that EN resistance is lacking in set bonuses and it seems like the best compromise that replaces AoE defense while passing the balanced smell test. Add on: the reason for my proposal was because I assumed folks who really like Bombardment are going to 6 slot it anyways, and it seemed fair to ask the recharge to be boosted to 7.5% but swap it to the 6th slot to justify that request. Given all the options for 5 slotting recharge, it seemed building around issues like a KB tax could be handled elsewhere. But it seems others prefer 5 slot in general, so fair enough.
  12. Cool, so let's tweak the proposal. Put 5% recharge in 5 slot, 4.5% EN resistance in 6 slot. Given all the options I listed in being able to pursue recharge bonuses, I don't think it matters in the long run. There are plenty of options for any build.
  13. An FF proc has a PPM of 2. Even if you didnt exploit it, and it truly only gave you 2 procs per minute, that equates to 16.67% global recharge added. So anything that comes with a KB tax, can just as well 4 piece a damage set and make up for the lost global recharge with an FF proc. For sets that don't have a KB tax would take advantage of the options of either pursuing 6.25% recharge in a 5 piece PB, a 7.5% recharge in a 6 piece Bombardment, a 10% recharge in a 5 piece ragnorak, or the 10% recharge in a ATO (# pieces will vary).
  14. Procs. And with enough global recharge, the recharge in a power becomes less important. As for KB/KD tax, a 5 piece Overwhelming with an FF proc is the way to go
  15. So you prefer a 5% recharge in 5 slots as opposed to 7.5% in 6 slots? Seems more efficient to get an extra 2.5% with one more slot, and to use Positron if going for 5 slots.
  16. Then that seems like a bug. I looked up the old City of Data and it does not say Shadow Meld cannot be enhanced by outside buffs, so Adrenal Booster should provide it a buff, assuming AB does the traditional +Special (which includes increasing strength of all defense).
  17. @The Curator Personally, I would still like to vote for the swap of the 2-slot between Bombardment and Shrapnel (thus making it the range enhancement king). However, I know you prefer it the way it is and I think folks mostly don't care either way. So I present to you this proposal that feels like it satisfies most of the community while also satisfying the Homecoming team.   18. Those options would be perfect as you described. Small correction though, there is no 2.5% resist option. It would be either 3% or 2.25%. I used 3% EN resist and 7.5% recharge because those add up to the same scalars as a 5% recharge and 3.75% AoE defense (x2 in the 5th slot, x3 in the 6th slot)
  19. Your numbers seem off. 61.3% and 47.69%. You are not applying the 0.75x factor in your AreaMod numbers. That equates to an additional +168.3 damage on average. Not bad for a power that only does 60.56 damage at base. That's like adding 277.9% damage enhancement into the power. So yes, it qualifies as a proc monster, especially as an AoE. Edit: slotting an Armageddon damage and dam/end will turn it into 283.1 damage total, according to Mids. (I think that factors in the Sentinel inherent)
  20. If Shrapnel had the +Range bonus too, I think I would go that way too, as I feel like there are plenty of ways to chase recharge and I would love to try out a cone heavy set like Sonic or Dark. At the same time, the extra range does appeal to cone users, the extra range in general makes for desirable uses. So I'll probably use it on any blast set. Overall, I'm just glad there will be new options with new flavors. For so long it's been 5 piece PB and a Ragnorak. Now, I could go either way with PB, Bombardment, amd Shrapnel depending on my build needs.
  21. I think you already get +Range in the 2-slot. As I think about it, I am liking the idea of just boosting the recharge and bringing in the E/N resist. Since it was proposed as being removed from Shrapnel (nee Air Interdiction), it would make for a nice home there. It's been a short while since we've heard much from the devs on this, but I'm assuming they are close to releasing a new build specific to IO sets.
  22. Fair deal. But it is fair to say that the likelihood of me making an electric/energy character for any AT is a safe bet (electric melee, armor, control). So if designing for effects, choosing electric is safe. The other way is to assume I go with a min fix character/powerset, and the design choices there would be more real-world looks.

  24. Woah woah, big assumption. We dont know when Controllers will get EA. Do defenders have a Plant Blast yet? Perhaps we can throw seeds and fruit at enemies.
  25. Sorry guys, no power sets decided yet. If Electric Affinity was closer to prime time, I would say that. So if it helps, aim for something electric, and I'll use it eventually.
