Topic. I was around a couple months ago and knew they were testing stuff along with the snipe changes, but i can't find the final version notes. And I don't trust the tooltips.

~19% tohit buff, 20% damage all the time.  Adds an extra 60 (or 80? I forget) percent damage to sniper attacks.  Sniper buff takes 8 seconds out of combat to re-set.

Also increases perception to easier see the few enemies that use stealth powers (Spectral Followers, Knives of Artemis, Bane Spider Scouts) or perception debuffs (Night Widows, Tarantula Mistresses).  Also works against players, though most players running Stealth powers in PvP (especially Stalkers) do what they can to get much more than Drone/Tactics will reveal.

Currently playing on Indomitable as @Zork Nemesis; was a Protector native on live.

Found the patch notes, What you said doesn't seem exactly right.

 

Devices changes

  • Changed Web Grenade to Toxic Web Grenade, now deals scale 1 toxic DoT and can be slotted for damage
  • Taser: Recharge reduced from 20 to 10 seconds, duration reduced from scale 10 to scale 5, damage increased from 0.25 to 1.96 (same damage as Energy Punch)
  • Time Bomb:  Animation is now 2.77 seconds, interrupt time removed, countdown reduced to 5 seconds, defiance values reduced to match (this only applies to this set, not to the Traps support set versions.)
  • Trip Mine:  Interrupt removed. Cast time is now 2.77 seconds. Recharge increased to 30 seconds.
  • Targeting Drone now gives your first attack from out of combat a Built-Up effect (80% damage) and continues to provide a 20% damage buff while in combat.

 

That sounds like 80% to any attack from out of combat. Not just snipes. And 20% to everything, all the time. Next question. Does that just buff base damage or does that buff enhanced damage?  And one more question. Why am I not seeing a ton of new devices builds? Cuz it kinda sounds pretty awesome.

AR/Dev, or any /Dev, have always been the weirdos of the CoH world. They're like that cousin that quit smoking and won't stop talking about how much better they feel and try to get everyone else to quit smoking too. You know they're right but you're not ready for that yet.

 

That said I just rolled an AR/Dev and it's a lot of fun. I'm struggling to keep from proselytizing

This was mentioned in the Sept 10th patch notes:

  • Fixed an issue where Devices > Targeting Drone was taking 30 seconds out of combat, instead of 8, to increase it's damage buff.

Sounds like it's eight seconds now.  And the damage buff is way higher than Shinobi from the Ninja set ... sheesh that makes my /ninja character jealous.

Speaking as someone who just got ar/dev to 50 and has been an avid device fan for....hell almost decades now....the new targeting drone is AWESOME. One of the biggest issues with devices was the lack of +damage from a build up effect....so having drone do 20% all the time, plus the bonus 60% when 'out of combat' makes for some impressive damage numbers in the fight opener be it snipe (over 50% of a +1 bosses hp) or a really ridiculous full auto spray.

 

Along with the snipe changes, any degree of tohit slotting on TD means your insta-snipe will do max possible damage based off the tohit factor (max bonus is at +22% tohit, not hard to do on devices) so insta-snipes hit like trucks for a devices user.

DANG NOW they need to buff something in the ninja set.. at least give us a change to crit.. or make the regen power stackable or something..

Only for blasters since their hide/stealth/buff power is janky as fuck and unreliable compared to the melee versions of the set (except stalkers...nin 1.0 is a joke >.>)

 

Sent/Scrapper version works just fine for me :3

oh yeah.. blasters for sure .. scrapper ninj was done right .. haven't seen the sentinel once yet.. but yeah the blaster one the stealth power concept is weird.. because its on a timer to go back into hide.. the regen power is weird because it can be made perma.. but doesnt stack on it self.. and blinding powder and the confuse thing is not worth taking since.. you cant do extra dmg till the stealth is off its timer.

Sent version functions basically like the scrapper version...no bonus damage, no bonus crit though...but it does what its suppose to do: Make you sneaky and stealthy.

 

Amusing that the blaster version doesn't accept running set io's, that'd make it 5000% better imo since the sent and scrapper versions allows that slotting and you basically get invis for nothing with a single stealth IO in in.

 

The janky nature of the blaster version is just so inconsistent compared. You have no indication of when the +damage buff is in effect, and it almost randomly triggers in the midele of a firefight since you generally aren't keeping count of the time between when the +damage buff comes back up. Played a litetl with the blaster ninjutsu set...and basically stoipped playing after a few levels because it just doesn't work :/

YEAH I had sent a message to the people in charge if we could have a hidden indicator to tell us when we are invis again.. or something..
