So, i might have this wrong in how it works, but i believe you cannot attune an enhancement until you are 50. Personally i think thats dumb. You can slot an attuned io at any level and the auction house will attune an io for you, so i think you should be able to attune an io yourself before 50.

 Not always. It’s actually cheaper on average to convert and attune Defensive sets into Luck of the Gambler than it is to buy them. The same goes for any high level PvP procs that you would prefer to slot at the lowest level available.

I was thinking along the lines of using Defense recipe drops, however, that also works just as well.

Agreed.  It's certainly not the only text description that's flat wrong.  The "Recharge Intensive Pet" set IO's still say they cannot be slotted in MM henchmen powers, which I believe was true on Live, but is not true on Homecoming.  I'm guessing it's a matter of "bigger fish to fry" or "keep forgetting to slam that into the code before next patch".
