Based upon Combat Attributes Touch of the Beyond does not appear to be granting any sort of Fear/Terrorize Resistance or Protection.  The short description for the power says Res(Fear), the Patch Notes Fear Protection and the Detailed Info Terrorize Protection.

@Jimmy the PvE Fear Protection was added, however I think the PvP Fear Resistance was not. Somebody will follow up to confirm
