For my toons that already had Teleport Foe, I've just logged in to find that power replaced by Combat Teleport, which is the opposite of what I had. It should have been replaced by Teleport Target. Can I get that fixed (without having to go through a respec)? I imagine there are others in this same situation so a blanket fix would be nice.

It makes no sense at all. I had the ability to pull a single opponent to me, avoiding combat with a mob all at once. How is teleporting into that mob considered an equitable substitute? It would have much more sense to replace "Teleport Foe" with the power that actually lets me teleport a frigging foe. Just because it was documented that way doesn't mean it's not a mistake.

The same argument wouldve been had if Teleport Friend was merged into Teleport Foe and gained Combat Teleport. Either way, one was going to have to go. But you were given a free respec to accommodate the undesired change.

Powers have an order within a set or pool. If a power is replaced due to two existing powers merging, the new power takes the place of the old one. When combining Recall Friend and Teleport Foe, a decision needed to be made as to which would be replaced and in situations like that the nod is given to the power which would disrupt fewer peoples' builds. More builds had Recall Friend than had Teleport Foe which made it an easy decision.
