I don't think I've ever seen this happen with the standard inspiration icons and I've done a lot of testing with the texture quality settings for other texture mods. You may be able to contact a mod about moving this thread if that is what you wish. I ran into a similar issue with textures I modded appearing 'scrambled' at lower world texture quality settings. In my case it was related to a flag in the DDS header being set to 1 when it should have been set to 0. I posted more in-depth info in this thread for anyone interested.
