Not this particular combo, no, but I did go presence pool on my literally skinless Skinless Scarlet, a dm/bio, blood magic brute. Also thinking I'm going to have to at least get provoke for my dm/stone scrapper due to EVERYTHING running away from her. Cloak of Fear is only Mag 2 but Invoke Panic is Mag 3, so stacking Mag 5 terror does sound pretty awesome.

Still working through the incarnate parts but it seems to work well. I see a lot of cowering animations. Ankhammon Posted February 17, 2022 Posted February 17, 2022 The problem with the fears in Presence line is they don't get a -tohit debuff like all the other fear powers. I used the pool to pretty good success on a poison/Psy defender a while back. Stealth in, fears, jump out and Psy Scream+Neurotoxic Breath would keep the damage to a small amount while I debuffed and damaged to my hearts content. (Honestly, would prolly have been a better corrupter) That said, someone once did the math and the tremble stance actually did make a difference on incoming damage even though they still fire back.
PeacekeeperKara Posted April 29, 2022 Posted April 29, 2022 My early levels with Cloak of Fear were super exciting because it looks cool and it seemed really effective, but I'm about 45 with my DA tanker and it barely affects anything. By the time my AOE and cone attacks have gone off a couple of times, Cloak isn't worth the Endurance to run. I'm going to revisit it after I get further ahead of the endurance drain but sadly this might be a skippable power. 1
Frozen Burn Posted April 29, 2022 Posted April 29, 2022 Yeah, Cloak of Fear is totally skippable and is just "meh" over all. Small radius (8ft), low mag (2), VERY low base accuracy (50.25%) so it needs a LOT of accuracy to compensate, high end cost (0.52/s) so needs extra end redux to run with all your other better toggles.... To make this power viable, it really needs to be 6 slotted - and even then, it's just "meh." Once you hit 50 and are incarnate, maybe you could drop it to 5 slots, depending on your set bonuses and etc. But leveling up, it's a huge waste of endurance and slots. If you have the endurance and slots to waste, then it's fun. The animation is cool and yes, it would stack well with Touch of Fear and the Presence pool and I would only consider using it in a concept build like is being suggested here.
