Echo Night
When perma domination is referrenced in terms of achieving it, does that mean w/o hasten activated or any other source of +rchg (aside from bonuses) calculated in? Or, is it all +rchg sources? If chasing the former, is there a damage loss because one can't utilize all potential damage procs? Or, is it a damage gain because of perma dom and faster rchg for all powers? The reason I ask is because I'm working on a Fire/Dark/Soul build and I am 2.5 seconds off of perma dom w/o hasten activated or any other +rchg sources aside from set bonuses. Hasten itself is perma by a couple of seconds after activation. For refference, I've provided the build. MoonSheep
it’s nice to have it perma without hasten to avoid the dreaded lapse in concentration where domination drops whilst not in combat nothing wrong with having it perma through the use of hasten though If you're not dying you're not living
kiramon
1. It's okay, cuz youll hit it even if you forget hasten and dont have it with 100% as long as you had it for a few seconds of the CD 2. It's inconvenient because if you want to AFK youre boned 3. You can switch your flashfire slots to something easy like Positron blast 5x and get 6.25, putting it to 89.89 Edited March 8, 2022 by kiramon
Mezmera
You'll want to use Hasten in conjunction with +recharge from bonuses. I'll shoot for 85-100 bonus recharge along with Hasten. Trying for permadom without Hasten will gimp your potential far more than any other pool power can help you. Slotting is already tight on doms you'll want to build as efficient as you can.
Echo Night
While I do appreciate the comments, with respect, none of them have answered my questions. If I don't need to have true perma dom, then I'll adjust my build plan accordingly. If chasing true perma dom (+rchg set bonuses and a non activated hasten,) will there be a dps loss if I can't have more dmg procs in powers, or is having true perma dom a dps gain that compensates not having more procs in powers? I easily have perma dom with hasten, but I wanted to know what "perma dom" refferred to. With external rchg sources? Set bonuses? Or, is it all non team, rchg sources combined? Outrider_01
123% recharge for perma dom without Hasten 172% recharge with 3 IO +5 Hasten/Dom 180% recharge 2 IO +5 Hasten/Dom That's about it for perma and rolling bind, if you are looking into adding procs that is on you. As for damage, I don't see it. You are built with a lot of sets that increase duration, but with perma dom you can already Domination to double mag on the first hit and enough recharge to reapply every 10 seconds at least except for the long recharge powers. Not to mention you didn't take Engulfing Darkness, your PBAoE damage. Bonfire has no damage from enhancement themselves, which nearly doubles each tick and conflicts with the Fiery Cages which has -KD in it.. Unleash the Potential seems to be a strange choice, its a mini T9 defense click; locked down mobs don't hit back and Domination refills you endurance bar every time I renews. EnjoyTheJourney
Perma-dom is a game-changer for doms. It does the following: 1. doubles magnitude on most control powers 2. refills endurance 3. provides mez protection 4. increases to hit (at least according to Mids, not sure if it's completely accurate or not) From among these four, mez protection and endurance refills each have a particularly strong effect on gameplay; mezzed doms and doms with end problems are Very Sad Pandas. The ability to lock down bosses in a single mez also has a high value, though. There may be RP or inf budget reasons for not getting permadom. There is no good functional reason to skip it, though. A few notes to the above ... Chasing perma-dom can be done in ways that decrease DPS. But, a usual and generally helpful way to remedy DPS woes is "moar recharge" to more frequently use available damaging powers with the highest DPA. So, chasing permadom doesn't necessarily have to reduce DPS. Where there can be challenges is in weighing tradeoffs between defenses and recharge / DPS. Even this can be managed, though, so doms can have decent totals for all three of these.

Now that's good info. When building a dom, I always had domination clicked on, thus skewing the accuracy totals for powers. Thanks.

Yup I wait to use my best aoe controls during that 15s. It's a very noticeable difference on say a relentless Aeon where you miss so much more frequently unless you wait a few to use your best stuff if domination is close to recharging. Permadom with Hasten is the most efficient way to build. If you want to get perma without hasten yes when I said earlier it'll gimp your potential that means less room for damage proc'ing of powers, building for defense/hp and other survivability that'll keep you upright and providing the maximum damage output that you can. Inherent power that benefits from Global Recharge, but can't directly slot Recharge enhancements. It has a Recharge of 200 seconds. There's a mechanic in City of Heroes you may notice on some powers that says "Does X thing after a Y second delay." Domination is one of these powers. It has a power attribute that says "Crash the Rage bar after a 90 second delay." Power attributes in City of Heroes also have a tag that tells you whether duplicates stack, replace, or are ignored. In this case, the attribute that is supposed to crash your Rage bar has a tag of Replace--meaning if you somehow click Domination again before 90 seconds are up, the timer resets/is replaced with a new timer. As long as you click the power within 90 seconds or less, the timer will continue to replace. Any source of Global Recharge will shorten the Recharge of Domination. Common sources of Global Recharge are: The Recharge bonus in Hasten The bonus in IO sets bonuses that provide +Recharge Powers like Speed Boost or Chrono Shift cast on you by a teammate The Force Feedback Chance for 100% Recharge proc The Destiny: Ageless power Bonuses from the superhero base buff The upshot of the above is that Hasten is an incredible power for Dominators. I often take it as low as level 4. If you are coming up short despite your best build efforts, remember that using Ageless Destiny will make hitting permadom quite a bit easier (plus refill your endurance bar and provide a recovery boost). It's hard to say how much impact it will have, because the strength of the boost is variable. The base buff on the other hand is cheap, lasts an hour and a half, and provides a constant +20% bonus. The only reason you should ever not have that active is if you've just forgotten about it. (I am lazy and forget it often, but its a big boost and on a Dominator well worth renewing every time you have an idle couple of minutes). Note that the Recharge offered by the incarnate Alpha slot only boosts powers that are enhanceable. Domination is not enhanceable, so you won't get any +Recharge from it. 1

For some reason I was of the mind set that too much recharge was bad for proc chances, which is why I didn't think to use Ageless. But, if having perma dom trumps proc chances, then giddy up! Alpha slot enhancement counts as local recharge, and will therefore affect proc chances.

Thank you.
