Electrifying Fences

A Controller's inherent power Containment deals extra damage to held, immobilized, slept, or disoriented enemies. Also, Entangling Arrow from the Trick Arrow powerset has -res in it, recently added by homecoming. 

Everything else? Check the power info. In most cases, unless it's explicitly stated, mez doesn't add extra damage unless you're a Controller, and even then, only the effects listed above count. Effects like fear and confuse, for instance, do not count for Containment's extra damage.

You are using Electrifying Fences to keep mobs in place when you use things like Burn.

Not sure if still valid, but I *vaguely* recall extra damage or some such for a stalker's AS on a held target at one point.

Primarily on Everlasting. Squid afficionado. Former creator of Copypastas. General smartalec.

 

I tried to combine Circle and DE, but all I got were garden variety evil mages.

 Per City of Data, there are some powers that have these sorts of possible extra pieces of damage (link provided for Toxic Dart as an example)... I haven't specifically checked for any immobilize powers.

In PvP, Stalkers who are not hidden have a small crit chance against held or slept players.  In PvE, their random not-hidden crit can occur against any enemy but scales up the chance depending on how many teammates they have.  Doesn't apply to Assassin Strike though.
