Tracking badges popmenu?

I have heard tell of this creature, in fact I think I had it once a while back but no can find so I am looking for it again.

 

I have the latestCoHModdingTool, but it's not listed in the popmenus on that tool. Can anyone point me in the right direction?

I use AboveTheChemist's popmenu on every character I have. It's pretty damn good.
