It is a minor detail, I know, but I just logged out from inside Fort Trident, and I noticed it was the long 30 second log out.   Why would that be?  As I recall, the long log outs were for areas where conflict could occur, and were done so that a player would not "cheat" by an instant logout and thereby remove all aggro.   To the best of my memory, Fort Trident has never been a combat zone.

 

Also, I actually saw two other players in Fort Trident! Woo hoo! Progress!

Ooh, I never knew the actual reason for long logouts in the game before.

Please keep in mind that was what I was told years ago back in the original game.  While I believe it to be true, someone might present evidence to the contrary.

The logoff timer is a little finicky.    The timer gets modified by powers use and location.  I run into this a bit with dayjob spots, but haven't narrowed it down.

Was that added by the HC devs?  Maybe they implemented it as an outdoor/possible combat zone instead of a "safe" interior one...

No idea.  I should add that I logged off again in Fort Trident today, and it was only 15 seconds rather than 30.  No idea why the longer one yesterday.  I remember being surprised at the number.  Even so the Fort is a safe zone, I think, so why the longer timer there?  Perhaps it is what @lemming suggests.

I just tested.

I ran at level 5 speed from the Atlas base portal to Fort Trident, went in, and logged to selection screen: 18 sec log-out timer.

I logged the same character back in and stood where I was and logged out to the selection screen again: 14 sec log-out timer

The game is quirky about what constitutes a 'safe location' -- the universities are 'unsafe', the Midnighter Club is 'unsafe', the police stations are 'unsafe', but standing on top of a tram station where you can have an ambush pop up at any time is 'safe'.

Minors aren't allowed in Fort Trident.  Longbow's last Take Your Child To Work Day... didn't end well.

Think that was bad?  I only heard rumours about the Vahzilok doing the same and I don't want to know more.

I have a macro:

/macro BOSS quit$$dialogyes

 

(Not that I spend a lot of game time at work, but that's the traditional name for the function.)

Sometimes at lunch I log in to check my auctions, etc.
AFAICT, it's pretty random. I can log in, check /AH, and log out several times in a row, without moving, and the time will vary, usually between instant and ~15 seconds. When I get a 30 second countdown, I can cancel and try again, and usually get a shorter one. This is all without moving my character.

 

TL;DR: I think it's random.
