The way Staff works is that if you build up three stacks of Perfection and then activate either Sky Splitter or Eye of the Storm, it'll do a bit of extra "bonus damage".
Both these instances of bonus damage got a slight increase in i28p2; even if the Eye of the Storm one was extremely small and barely makes it into the double-digits.

There was no flat damage increase to Staff Fighting as a whole in i28p2 outside of the Combo System finisher bonus damage.
One of the Perfection stacks (Body) provides a small damage buff; but that's not a new thing.

FWIW; I know it's a meme thread; but the Devs are definitely aware that the sets we're talking about here are underperforming. And i28p2's changes to Staff were comparatively minor (although I definitely appreciate that a single miss doesn't utterly mess up your perfection stacks any longer!) so I suspect it'll get a bigger balance pass at some point.

Regular build up for all ATs, give the old siphon effect to all attacks at whatever chances and whatever +dmg with whatever duration.  like if the AoEs gave +dmg it would not give as much because it has a chance to go off on every target hit

focused burst/conc strike just does not do enough damage for its animation time

knockback is always trash, torrent can do with a knockdown or flat removal

 

the whole siphon thing sounds great on paper but it does not work well with how the game is now.  groups of enemies die in seconds, and the timer on the siphons are not long.  you wont be able to use whatever +dmg you made on the next group due to them falling off.  and worse yet, in raids where you tend to have a lot of +dmg you still suck.  because if i were to guess the base numbers on kinetic melee are low to account for the theoretical +dmg you siphon and the ancient devs didnt want probable beasts hypothetically running around

 

on second thought i have like 4 or 5 kinetic melee stalkers that i love playing and buffing things for the other ATs might end up nerfing stalkers so nevermind

Perfection of Body has a damage bonus.

Agreed on Dark Melee - I made a tanker who is now 50 when the DM changes were made, and man, Touch of Fear was such a disappointment.  Very little damage, plus it is DoT - however you can spam the heck out of it as it has a very short cooldown.

Nothing in dark helps you take out a big hard target quickly.

Touch of fear is a very powerful to hit debuff. Not completely sure, but I think it may even stack with itself if you apply it multiple times. It absolutely can take a single target out of the fight, maybe not an AV, but an elite boss or boss absolutely it can.

Yes, it stacks with itself.  -10.5% to-hit for 20 seconds (Tanker numbers).
