It's only a mild inconvenience, but often an annoying one. Character is 23, buying IOs for everything, pick up a couple Numina's to put in... crap, it doesn't fit? Oh yeah, level 30 minimum. Ok, it'll sit there until I level him up. Maybe tomorrow, maybe next week, maybe in 3 months.

If we focus, we certainly can level up fast enough that it doesn't need to sit long, but honestly at this point, how much would it affect game balance if we could just put our IOs on whenever we want?

Probably lower level versions. I sometimes forget that many of them don't get used as attuned. 

Though frankly, I would not be disappointed by everything just being attuned from the get-go. I hate upgrading gear I level out of, or having to wait for higher level to get the right gear. Ultimately, I hate inventory management.

Attuning them doesn't resolve this. You can't slot the attuned version below lvl 27 either. I'm not sure what the orignal devs were thinking in creating multiple tiers of IOs. Having sets cap at lvl 30 is bad too.

Probably that it was a much slower game to level in so they wanted to have a progression.  
 

But I agree with the OP.  It would be nice if the minimum level for all IO sets were 7 to match common IOs.  It would also be nice if all set IOs scaled to 50.

The only rationale I was ever able to imagine was one motivated by (some) low-level sets not having many pieces (presumably because low-level characters have fewer slots) and a limited sort of desire to encourage character progression through "gear".

 

I'm far less bothered by (some of) the sets having different min/max level caps than I am that several types of enhancement sets lack the sort of attribute combinations that I'd find useful. (ehem: Threat, Fear and to a lesser extent Accurate ____). I certainly would have thought that Threat would have gotten at least two new sets considering the (smart) improvements made by Homecoming... there are threat powers that can benefit from Endurance reduction, and there are plenty that can use Accuracy.

I am another that hates inventory management.  I tend to put basic IOs while I level, then swap to sets at 50 usually after a respec.  There are some sets I'll do as I level, but ugh.

In case you or any other readers don't know: the auction house auto-attunes any set IO sold on it. So unless you're crafting your IOs, if you're buying them on the AH you can buy them attuned instead of level-locked for the same price.

I agree here - some of the set types have barely any recharge enhancement. Each of the 4 original Slow sets only came with one End/Rech/Slow. The new Ice Mistral also includes a Dam/Rech.

There's quite a few powers that don't take any sets and I wish there were generic combo IO's, like Hami, but can be crafted at lower levels, for plain Acc/Rech, End/Rech, etc, to slot into stuff like Practiced Brawler, Fulcrum Shift, etc.
