I tried some building but I KNOW I messed up big time. I tried to get as much recharge for perma dom, but I think I fell short (not sure of how much recharge I need). I don't have enough defense either, I think... Anyway, if I could get some pointers that would be cool. I really wanna get this build off the ground.

You are probably going to want Gremlins, they are good for End Drain and damage. Also, don't get too focused on ranged defense, as you will want to get up close and personal for Drain Psyche, Psychic Shockwave, and Conductive Aura. Also, once you get your chain sorted, you shouldn't have to worry about the enemy attacking you too much because they should be sapped and the -recovery and -recharge from Drain Psyche should make it pretty safe. Also, picking up Afterburner or Indomitable Will might help to get that fifth LotG slot.

 

Some other sets to consider are Preventive Medicine in Drain Psyche and Reactive Defenses for Link Minds, in order to get those juicy 8.75% recharge boosts. That would make it preferential to pick up both Afterburner and Indomitable Will to get your five LotG boosts in though. This thread also has some good ideas. You can get over 195% recharge with this combo if you slot it a certain way... That may sound like overkill, but 195% recharge and Alpha Incarnate (Agility Radial Paragon) is what you need to get perma-Drain Psyche.

Correct me if I'm wrong, but the problem with this approach is that it requires a full set of PM, which then leaves you with no way enhancement of Drain Psyche's Accuracy.

You can easily get 60-75% global accuracy from purple sets... usually that is sufficient.

True, but that requires the player to be aware, if they Exemplar, which set bonuses are active and which ones provide how much Acc all the way down.  I know for purples that's not an issue, but for the rest of the sets it is.

While i am a strong proponent of heavy recharge builds on doms to make keeping perma dom up easy, and allow for double stacked domination more uptime, I dont think its necessary to have drain psyche on perma by choosing agility over nerve. nerve simply has more benefit to a dom in most cases, because End is not an issue and Nerve provides the same def bonus, in addition to acc and hold.

 

Drain Psyche is a nice tool to pop when a big spawn is gathered, but it is situational to get the full effect, most of the time you have much less than a full spawn to work with. So the regen numbers from drain psyche are not going to be maxxed out the great majority of your time in game, making it nice to have up, but not 100% needed when you should probably focus on def instead and pop greens here and there as needed.

 

I have a 5-10 sec downtime on my drain psyche and honestly never once have I thought I needed it and it wasnt up. Because my capped def makes me hard to hit, and I have already locked down the mobs before they can do much damage anyways.

 

So while nice, perma drain psyche is something i consider very niche compared to perma dom and perma hasten which are near mandatory on doms. To get that extra rech by limiting my alpha choice to agility makes my overall build weaker over picking nerve and having the acc and hold benefits which affect my gameplay far more often.

@SlimPickens This is an Electricity Control build we are talking about. That means that going for Agility allows you to Drain Endurance that much faster. For /Psi builds that are not Elec / I would tend to agree with you, but not for Elec/.

ahh fair enough, I didnt even consider end drain was an angle. I go for hp drain as my debuff of choice. And more rech is never a bad thing, i just find nerve adds more overall to my dom than agility- but then again my dom is mind so it gains acc/hold and confuse benefits from nerve.
