  1. So let's say they did remove the chance to miss. How would you expect that to change the purple patch? How about damage and damage resistance? Would missing still be a foe thing? What sort of changes to the numerous powers in the game would you expect? Seems to me that nevermind whether you're in favor of it or not the amount of changes necessary to the power sets alone makes the idea a non starter unless the plan is to lobby for CoX 2.0 several years down the road.
  2. Been a while since I could use Mids (2+ yrs 😳) but as I recall it was possible to search its data base for various set bonuses to see which sets had which bonuses.
  3. <-- also not a PvP player beyond some extremely casual SG stuff and zone encounters in Bloody Bay and RV on my main owing to collecting Shivans regularly and well I barely recall what I was doing in RV other than it was probably PvE related badging or collecting for a Heavy etc.. And a few times I did to help an SG mate test some aspect of their PvP build, get a badge (yes I'll go die a bunch for you) or just helping someone with theorycrafting a PvP build (SR characters in particular) outside of actual engagement. Mostly it'll be very fast, highly mobile encounters especially in zone. Standing relatively still slugging it out is only happening by the agreement of all parties involved. Stealth and Perception is far more important than in PvE encounters. Softcap/I-cap, lololol, but still important as a starting point -> what's your defense after you factor in, potentially, Aim+BU+/Gaussian's+1or more yellow etc.. against a couple energy melee heavy hitters. Does the target manage to hit Elude or other t9 before the second blow. God help the squishy who isn't packing an Amp with mez protection and carrying breakfrees. Not sure offhand how it works these days but Fold Space/Cmbt TP onto a minefield with a prepped foe waiting (with the above set up) was fun on Live as I recall at one point. The return of Ice/Nrg with procs and other IO toys. And so on.
  4. Don't know why I didn't ask earlier but did your @LynxNordique Dark/Cold have or use Frostwork at all? Again don't know if at the recharge available on an SO build (primarily) whether it would be enough to help keep Umbral Beast going or not but it's the closest thing to a heal a Cold has.
  5. Truth Also Truth I created a Elec/Fire Blaster on Live long before Blaster sustain powers were a thing. And it burned through end like nuts. At level 25 I could eat his entire end bar on one, maybe two mobs attacking while teamed. On HC I recreated him and by his mid-20's he seemed to have trouble running out of end. Outside of Cauterizing Aura the builds are extremely similar.
  6. The resistance floor is -300% across all ATs and critters to my knowledge. The critters resist the resistance debuff just like players. So if they have 50% resistance vs fire and you hit them with a 26% resistance debuff they will resist the damage by 37% At least that's my understanding.

  8. Two other thoughts when it comes to Relentless Aeon and Resistance. Not only can you reach 100% resistance debuff resistance but unlike defense debuff resistance it can't be eroded. You get hit by multiple resistance deuffs you resist all of them by 100%. There's no way to initiate a cascade failure of resistance because the cap is 100% There are some fairly nasty unresistable resistance debuffs present. Edit: And don't forget about the purple patch. Those Melt Armor's are all by +4 foes (or worse), are AoEs and stack.
  9. Guilty as charged. It was hyperbole which is why I started by quoting Haijinx (not so much strawman, at least not by intent) aimed again not so much at the OP but a slippery slope I see getting iced up in the thread overall. And similar threads that have and will likely continue to pop up in these forums. I overreacted a tad as this particular slope irritates me somewhat (the idea of "always" hitting). I'm much more on the side of Murphy on this particular topic. And yes I meant and was thinking of Brawl not Boxing. And no a Held target with nothing else considered probably isn't missed anywhere near 5% of time. But I also think that set of circumstances also occurs with extreme rarity in combat, or in life in general and is not 0.00%. No the target isn't likely evading but that's only the tip of the iceberg of random, unpredicted occurrences (like banana peels or sweat running in your eye) that will cause the chance to move off of zero. And yes that's not what the OP is asking for, not even close. But it is at the bottom of that slope. Banana peels not withstanding I'm not interested in getting there faster in this manner. I am familiar with the one-shot rule. You are correct the rules and game have changed, lots. But the foes didn't and don't have any such protection/rule applied to them currently and even if they do it could be changed like anything else in the game. Edit: So no there's more than a few ways the players and critters are treated differently and don't use the same playbook starting with the base to hit.
  10. Hey! That's silly and wrong. Why are you picking on +0 Minions the only group of foes for which this usually applies. And officially (for me) this is a no, not needed or wanted change. What next? Going to want to lower their health or resistance because we're tired of automatically landed hits leaving a sliver of health so we have to burn extra end and time taking another attack. One thing after another next thing you know Boxing is a end free, auto hit power that one shots everything. Or maybe instead of auto hitting the game incorporates varying hit ceilings. One normal, one if your immobilized ... but wait how are you immobilized? I mean generally the lower half is shown as covered (yeah are you aiming at its feet covered by err cover) the rest is free to twist but what if it's Mind Control vs Ice vs Granite. Similar questions with Holds. Wouldn't a Gravity Hold be the worst I mean it would accelerate the bullet, sword, energy Blast (pesky smashing damage) into the target? Or make aiming at anything else harder, I mean gravity can bend light much less what it might do to anything else passing by. Talk about taking wind into account, or Earth's rotation or yeah that's silly. They, the designer's, drew a line at 95%. Could they have drawn the line elsewhere or even sliding. Sure, but the combat is simple, straightforward, familiar conceptually to most and, while a non-issue 18yrs down the road, doesn't require the incremental increases in computing power/time increasing levels of such complications would be needed to add such features to the game.
  11. I think it can be said it doesn't really matter if it's called a bug or not. It's a common (bug, typo, annoyance, choose the term you like) "phenomenon" with a similar potential fixes that the player base as a whole would generally see as a positive quality of life change. And as a suggestion using the player base to collect the occurrence of this annoyance in one public data base for all to see would be considered useful by some chunk of the player base including this one.
  12. The way to bet was and is my Claws/SR. But pretty much any scrapper is in the running. And that is, of course, if I'm truly limited to the Scrapper AT.

  14. 88% accuracy vs ??? I can't look at the actual numbers in Mids but I'd guess it's a combo of playstyle (not often running solo and not using inspirations, teaming with known teammates and the tendency of Tactics or other To Hit buffs to be common among them), wanting to maximize damage and the debuff of defense by RI. If it's a concern the easiest fix I see is adding a Kismet to the build most likely swapping into CJ. Which means sacrificing the S/L resistance. Or find a slot to add Kismet and/or then add the Scaling Resist into the build to gain back most or all the S/L resistance back.
  15. I personally don't know nor am I familiar enough with Seismic Blast to say much beyond sure looks like it is very proc friendly, similar to Radiation Blast. Cold Domination can be very slot light if desired. Ice Shield and Glacial Shield can be just the base slot if desired -> a single LotG def/+rchg. Or can add slots both to enhance the defense strength of the shields while adding set bonuses. Since the shields also accept Resist Damage sets as well you can use them to slot a number of those uniques as well. Infrigidate can be just the base slot as well but it is common to use this for slotting a number of procs (even in builds not otherwise using lots of procs). Snow Storm this power is often skipped but has its uses with both fans and detractors. I think in a casual less intense high end build it is probably more useful (teams that don't instantly vaporize the foes). Very useful for bringing down flyers like Cabal Witches and is a potent slow for soft control. Does well as a one slot wonder. Frostwork another often skipped power that has its niche and can be a one slot wonder or set mule. Arctic Fog not a place I'd generally skimp on slots. Too many useful IOs and set bonuses to be had. At minimum 4 slots and I'd probably find myself looking at 6 and wanting more. Benumb the let's turn them into a squishy kitten power that makes Cold one of the go to sets when a team needs to deal with hard targets (AV/GMs). Needs enough accuracy/to hit enhancement and buffs (globally or otherwise) to reliably hit the target and as much recharge as you can get. Heat Loss high end IO builds can get away with minimal slots (~2) but much like Benumb you need to ensure it hits and get as much recharge as you can manage. It can eliminate endurance issues for a build (and for teammates who stay close enough). Edit: Weee, managed to skip right over Sleet. Another power that demands minimal slotting. Most important is getting the recharge down and prior to Heat Loss with a short cool down I'd want to reduce the end cost. I tended to lean towards 2 end/rchg plus or minus a recharge IO.
  16. The answer to "is there anyone that's not going to be on the cap with that?" depends on far too many variables to simply say yes or no. First is the damage cap is not the same across all ATs. A Brute is going to need a lot more buffs to reach their's than a Defender for example. I don't think it's possible to have a Brute (solo) at a point where they only need another ~80% to hit their cap (assuming they're not chewing a steady supply of red inspires). A Kin Defender probably doesn't need any outside help to get capped at 50th. What level is the team and the individuals making up the team? Are we discussing a team of high end IO builds or SO only builds or a PuG composed of a mix of those two or a group/team designed to speed run lvl 50 content? Is Fulcrum Shift available (See Kinetics) Is the build a 'proc' focused build? At least judging from forum builds I see proc heavy builds often don't cap their damage --> which is semi-misleading as their actual damage output is potentially higher than a 'normal' build for damage and especially so when they become capped from outside buffs owing to the fact proc damage bypasses cap considerations. But in general in 'normal' game play it's unlikely that a single outside 82.5% damage buff will cap anyone. The lowest cap is 400%. Of that most builds will supply about 100% in enhancement in the power itself plus the game starts the damage at a baseline 100% That's 200% more to reach the cap in outside buffs. The vast majority of builds aren't going to supply that via their own global bonuses. But 7 teammates each adding 80% buff is likely safely exceeding the cap for them all.
  17. You're welcome. Just don’t do what I did initially. I found the auto run annoying so when I was looking to set up target nearest I noticed the proximity to the f for follow. Figured I'd take care of both issues by moving auto run well across the keyboard from the movement keys to p so I wouldn't accidentally hit it. Great! Till I suggested trying to pull some dangerous mobs and I promptly shot towards the mob of pumucites auto run agoing.
  18. Well I have built and played to 50 a Stamina free AR/Dev/Munitions blaster who took and used LRM Rocket while running Maneuvers, Assault and Tactics. They didn't take or use Ageless either. Talk about endurance issues. But like a few of the above it was a deliberate choice not an accident.
  19. Yeah Cold doesn't have a self Heal and without a strong IO build for Benumb uptime you are liable to take a pounding. Sleet will help especially during Benumb's cooldown as it carries both a strong Afraid and movement debuffs. The pets in Earth and Illusion definitely help with the lack of self Heal while Sleet will in turn help while PA is recharging on builds prior to perma-PA to keep an AV busy. Benumb among it's many effects does both -damage and -to hit which will help take less damage while the target is debuffed. Both those effects though, like many debuffs, are pretty heavily resisted.
  20. Basically do the same only instead of tab I've keybound the 'r' key to target nearest foe so it became r,f,"attacks". Usually tab is used to quickly scan the mob at range to spot targets of importance. I've other macros that I use for specific foes -> sappers, bossnames, etc.. If they are running away that's when they'll get Focus in the back or being a relatively patient scrapper/player the r just moves me to the next and their cowardice will be dealt with shortly.
  21. I agree overall with your post but unless my brain is still needing a reset (quite possible in my sleep deprived state) Benumb needs a total 400% recharge (or 300% global + 100% in power) but the cap is 500%. Very high but not at the actual cap.
  22. Whaaaat! Part of the charm, as a newb in the Hollows, is turning a corner, hopping a boulder or exiting a mission and getting splattered ... isn't it? My poor scrapper still wakes suddenly recalling putting the team lead on follow, hopping a rock and catching a house-sized pebble to the face thrown by a very purple Ogre before she even reached the bottom of the Gulch she'd unknowingly leaped into. I personally wouldn't mind some creature/event for the Hollows. It's a favorite zone where I cut my teeth in my first MMO many years ago in i3. But there does seem to be a call for a monster in every zone these days. Hollows was is special I'd want any new event to be equally special.
  23. The best regen debuffs will come from Lingering Radiation (/RadEm), Benumb (/Cold), and AFAIK Poison Trap (/Traps). I know the first two can be applied permanently with sufficient recharge. And I believe @Carnifaxis correct about Poison Trap. Traps certainly has the reputation as an AV killer and while Acid Mortar is definitely solid help pretty sure it's not enough by itself to secure Traps rep as a top AV killer. Easy enough to test just get an ally with a Power Analyzer. Traps has the Immobilize to keep the target in the cloud's AoE even if the primary doesn't have/didn't take it (which would be a questionable build decision in terms of tackling AVs, GMs etc.). I'd personally look at Benumb first. It neuters a wide range of things (i.e. 'special') besides the AVs regeneration. But all three sets should do very well supporting taking down hard targets combining -regen, -resist and other debuffs. Edit: /Thermal also has strong regen debuff but for this I'd be iffy about it. Getting perma-Heat Exhaustion would be very tough outside of a high end IO build especially while not being exemplar to boot. Edit2: oO brain disconnected Benumb isn't going to be readily perma either at lvl 41. Puts Lingering Radiation at the top for perma especially with the set containing a self +recharge. Going to stop now apparently my brain is slow today.
  24. You need roughly 275% total recharge effecting Hasten to get it "perma". Normally ~100% in enhancement in Hasten plus 175% from global sources (including the 70% from Hasten itself) gets you there. 5 Purples, 5 LotG, 5 more 5%/6.25%/7.5 non-LotG set bonuses and/or Siphon Speed is roughly what you're looking at overall. Can't use Mids as my computer is quite dead or else.
