  1. Pocket D is the most frequently populated, it's an interdimensional nightclub where heroes and villains and Praetorians can all meet up and chat. It's exactly what you're looking for. You can find it: Paragon City: Entrances in King's Row, Talos Island, Founder's Falls, and Faultline Rogue Isles: Entrances in Port Oakes, Sharkhead Isle, St. Martial There's also the center of Kallisti Wharf (accessible via Paragon's tram system or the Smuggler's Submarine), where events are often held near the statue of Statesman. Paragon Dance Party has been around since 2004 but was replaced by Pocket D after City of Villains was released. You can still find entrances in Paragon... somewhere. It's mostly empty.

I don't want to answer your question because I don't want to answer your question. I don't need a reason or hidden agenda to do so. I just refuse to answer it. You are not entitled to an answer, just as you are not entitled to have permanent build-up with no drawbacks.
  3. We have Pocket D, Paragon Dance Party, the monkey arena in Sharkhead, the rave club in the Golden Giza in St. Martial... There's tons of places on both sides where you can go clubbing!
  4. You click a button once every four minutes. It's easy to notice when you don't have it up. I don't understand what the issue is.
  5. So use Rage, and deal with the drawbacks you get for having perma-buildup. This is not a question that anyone has ever entertained or tried to entertain, so I won't entertain it. Insps are for whenever you want to use them. That's why you can carry 20, that's why you can buy them wholesale from the AH for dirt cheap, and that's why they drop so frequently. People who don't use their insps are like the people in other video games who save all their powerful guns/spells/etc for 'when they need it', and never end up using them because of that. It really doesn't. Maybe you could try changing the way you use Rage.
  6. A lot of the glasses options (Daddy-O, Round, Sun Glasses, etc) have a color tint on the lens, which makes it difficult to create a more normal 'reading glasses' look for a character. It would be nice to have an alternate selection of these models with the tint removed (or lessened, so it's very subtle.)
  7. Blasphemy! He he I automatically slot all four on every character as soon as they are high enough. It makes end issues non-existent for me while leveling and beyond. In my opinion, and from experience, Miracle and Numina don't give you a significant enough amount of recovery to justify spending two slots and millions of inf. Recovery Serum is something you will have to keep buying, but it's a very minor cost (50k per couple missions at the most) and it literally doubles your recovery.

  9. Ninja Run has the dumbest looking animation in the universe, and makes all powers you use while it's active come out of your hands at a 45 degree angle. If they changed Ninja Run's animation, I'd be okay with this.
  10. I can't think of any scenario where having permanent Build Up with no significant drawbacks is 'balanced'. The 10 seconds of no damage and reduced defense/endurance once in a while is the significant drawback to having multiple stacks of +80% damage and +20% to-hit indefinitely. If you absolutely cannot stand having -20% defense for 10 seconds, then pop a purple insp before the crash and ride through it. My Bane survives almost exclusively because of orange insps and the occasional purple when his defense is debuffed. It's literally why they exist -- to give you a situational edge where you need it. Rage is fine as it is, no change necessary.

  12. Take the pool version of Maneuvers, or take Combat Jumping. That gives you the benefit of another LOTG slot, and Combat Jumping even lets you slot another Zephyr KB protection.
  13. This guide, while in good faith, is not entirely accurate. While any powerset choice, when properly built, can be viable, there are some that are objectively bad without optimization. When a new player asks "What is a good powerset", you should tell them what is a good powerset. They are asking for specifics. Saying "play what you want" is not an answer to that question, and is more confusing than helpful to people that ask that kind of question. Give people advice on something easy and low-maintenance but still powerful -- like, say, a SS/WP brute if they want to punch things or a Beam/EA sentinel if they want to shoot things -- and then when they have a grasp of the mechanics, then they can try their hand the more difficult and less optimal powersets. Don't trick newbies into making a Trick Arrow defender because they wanted to be Green Arrow and you told them to 'play what they want'. Trick Arrow is decent in the hands of a veteran player who knows how to optimize their build and afford set IOs, but nobody deserves to suffer through Trick Arrow as their first character.

  15. If you think Shield Defense is the worst thing that can happen to your costume, try playing with a cold defender sometime. But yeah, this does seem like a bit of an oversight.

  17. I have lots of opinions, and some of them are wrong, but if you take at least one of them to heart, let it be this. There is nothing better than a Beam/Time blaster for completely and utterly destroying AVs and GMs. The amount of -regen and -res you can stack in addition to the incredible single-target damage output will make any boss's HP bar look like a graph of ProJared's subscriber count. With multiple solid AoEs including Cutting Beam, Disintegrate spread, Overcharge and End of Time, you can still mop the floor with groups of goons if you need to, but Beam/Time absolutely, positively shines in just making purple triangles irrelevant forever.
  18. Empathy is useful in certain scenarios more than others. Everyone can appreciate AB, Fort, CM and RA regardless of level, but the healing component of Empathy is almost completely irrelevant at endgame except in specific situations. Honestly, what buffs Empathy does have are so good that it'd be insanely OP if half of its set wasn't the weakest form of support. My recommendation to high-level emps is to focus on your attacks instead of your heals.
  19. Miracle and Numina aren't worth the slots in my personal experience, but hey, Performance Shifter being level 17 just makes it so you can slot it even earlier. Panacea is actually even better than Performance Shifter, although it's unique. P.S. Tactics is absolutely worthless unless you PVP or fight nothing but Night Widows forever. If there's ever a situation in which you need a 10% to-hit buff and/or extra perception, just pop a yellow insp, that's why they exist.
  20. That'd require reworking how "only affect self" works, which would solve QoL issues but open up other ones. Example: let's say you use Rest or Personal Force Field or any of the 'phase' powers, all of which feature an 'only affect self' mechanic. Moment you use any other offensive power or team buff, even accidentally, you'd lose their benefits and have to deal with the long recharge. It's best to just remember that you're using a power that doesn't let you use your other powers, and turn it off before attacking.
  21. No, but I'm handing out free lemonade of my own creation that is based heavily on an old recipe for Country Time that they no longer produce. Still doesn't give Minute Maid any right to sue me. Maybe Country Time can sue me, but they're not selling any kind of drinks in my town anymore, and I could easily claim fair use for that and other reasons.
  22. The hybrid toggle is 120 seconds up, 120 seconds down. It's a balance thing; it's not supposed to be on all the time. Treat it like another clicky and you'll better remember when to use it, or just put it as your auto-exec.

  24. I don't think Blizzard has ever sued non-profit private servers of completely different games over copying their character designs. I don't think any company will ever do that. There's absolutely no legal basis in doing so. Unless you unironically think Marvel would sue a kid for drawing a picture of Spiderman and showing it to his friends at school. (That kid, by the way, is super uncreative. He should only draw his own superheroes he created himself! How dare he rip off other IPs!)
