  1. Eagle's Claw's effect is a +33% crit chance for, roughly, one attack that immediately follows it assuming it's queued to immediately fire. There is a precise time to it, but part of the buff is also wasted on the animation time so there's almost no chance of it impacting more than one ability. EC also has a base 15% crit chance against everything on its own. Critical Strikes is +50% for roughly 3 seconds or so, I believe. Someone may be able to correct me on the exact time, but typically you can fit in 2 or 3 fast animating attacks. So if you put the ATO into Eagle's Claw and had it proc your next immediate attack a minion would have a 88% crit chance. Against a lieutenant or higher, a 93% crit chance. With the other passive Scrapper ATO in play, you'd be looking at 90%/97%. With the superior passive ATO, it's 91%/99%. I think Eagle's Claw is a good spot for the proc in general; procs benefit from longer recharge times, cast times, and a low number of targets. Slapping it in there gives you a pretty high chance for it to activate, and I think the synergy for a near guaranteed follow-up crit makes the power worth taking despite the long animation.
  2. From a quick look at Red Tomax: Storm Kick is 10%/15% for minions/lieutenants and up, respectively. Eagle’s Claw is 15% for everything, with the +33% chance for the immediate next attack.
  3. I feel like Rage could use a conceptual makeover for every AT just for its usability's sake after the crash was "fixed," but other than that I don't see why you wouldn't port it to Scrapper. If all people cared about were the extreme ends of performance, the majority would all be playing the same sets. And I'm not even sure a straight SS port would beat out TW's absurdity to begin with. Conceptually, the idea of limiting set proliferation is ridiculous. It was ridiculous when the live devs were throwing out how a melee AT with guns would be stupid because they didn't think it fit with the "theme," and it's ridiculous to say there couldn't be a super strong Scrapper. Just because one person doesn't have an idea for it doesn't mean a thousand more won't. Obviously this is all volunteer work and it takes time, but arguing for it not to happen is real wild.

Also, Tanks and Brutes both exchange the enhanced crit rate on Storm Kick for a defense boost to melee/ranged/aoe (Pines suggests it's everything but psionic despite the description, so who knows.) It's 7.5% on a Brute, and 10% on a Tank for 10 seconds, though it doesn't stack. It's one of the more interesting proliferation jobs overall, I think.
  5. Since nobody else picked on this one: it doesn't. Judgment and Lore are the only ones that benefit from your slotted Alpha's effects, but neither are impacted by recharge bonuses of any kind (including Alpha slotted ones.) The healing and stun portions from Spiritual might matter depending on your picks, but that's all. Musculature would increase their damage, though. Interface also applies to Judgment and Lore, but Interface's damage and effects aren't buffed by Alpha themselves.
  6. Yeah, those instances are pretty unfortunate. Typically between the in-game power info, Pines/Mids, or The archived Red Tomax site you'll be able to find some info. Double unfortunate is that specific power which doesn't have aaaanything cited anywhere for it. In those cases, your best bet is rolling a test character on the beta server to just observe it for yourself.

    Ice/Ice?

    Scrappers and Stalkers get Icy Bastion over Hibernate. Unenhanced, it's 37.5% resistance to everything but psionic, some status effect protection, 400% regen and 200% recovery. Lasts 30 seconds, has a 300 second recharge.
  10. Nothing wrong with more options, especially ones that have some thematic variety.
  11. I don't think I saw anyone mention the permanent options: Rocket Board, Flying Carpet, and the Void Skiff (an orange energy disc.) They're a cool 1 million from the P2W vendor, which is only one rare salvage. Detoggling your powers when they're used is a bit annoying, but they're fast and save you a power slot.
  12. It is a (very temporary) pet. It spawns on you and takes a lil bit to track down what it wants to go sit next to and burn. You'll wanna be in the thick of it when casting whatever it's slotted in to get the most use possible.
  13. For Homecoming, it's not necessary to go that route. On the market, the stock for any enhancement you can sell is the same across any level it can be bought at. IE; Performance Shifter +End at level 25 has the same stock and price as it does at level 30, 40, 42, etc., so there aren't any dead listings. This is the same for Attuned listings of the regular sets, too, which are perfect for exemplaring or while you're leveling up. You can also use Enhancement Cataclysts to attune them yourself, but that's really expensive and it's better to save those for ATOs. (the trade-off is you can't use Enhancement Boosters on Attuned enhancements to squeak out a lil extra performance. It's also worthless on PvP/purple sets since those don't shut the bonuses off) Also: very interested in trying out the build, so thank you for that! I've been wanting to try and find a way to make Ninjas work.
  14. Queuing for the trial worked, but on entering nobody was teamed and we couldn't invite each other with a "you must be League leader to invite" error. At the very start, it gave a "statserver not connected" error. Everything else worked fine. Progress and rewards at the end still were okay, but XP was split since none of us were technically teamed.
