  1. Is it worth it? I would think 3 End/Rch +5 IOs would get you similar performance while saving a lot of influence. I don't have mids open to check, but I'm thinking it's close to 95% enhancement versus 97% enhancement.

  3. Unless you want to use the power to grant endurance to your allies as well, it probably isn't worth it. You'll have a 90% chance to give your allies 10% of their endurance. But you could also invest a level 50+5 EndMod IO which will add 15.9% recovery. Over the 2 minute duration, that extra recovery will become 31.8% endurance.

  5. It might be worth looking into making it possible to disable highlight rings. It could be possible via Null the Gull and having every single highlight requirement check to see if Null the Gull option is not set. It would be incredibly tedious to do, and it would mean things like Assassin's Focus, Quick Combat (Snipes) or Arcane Power would no longer highlight (unless they were omitted from the Null the Gull options, of course).
  6. Sure, and it would be a global strength buff that is not being observed by the proc formula. But...this is way off topic, so I'll bow out for the sake of GB having to read 50 posts and only 10 of them talking about combos.
  7. To your first paragraph, that is also how I understood it. However, I was looking back at how Touch of Fear is set up and saw its execute powers taking Set IOs, so I started to doubt myself. To your second paragraph, I don't recall where I got the info (forum post, discord message, private message, etc), but basically what I was told was there is proc logic that prevents a proc from checking on the same target more than once when execute power is used. A dev can correct me if I'm wrong on that, but that's what I think I recall and based on recent (although not extensive) testing, that statement seems to hold up. I don't recall ever seeing a double proc on the main target when I tested Feral Charge. I should probably test savage leap since it has a much higher base recharge and would not be hard to expect double procs if it could happen.
  8. This isn't necessarily true, if anything (from my experience witnessing recent revamps) combos are used as ways to go above and beyond the balance rules. Granted, DB is an old powerset and I can't speak to anything the devs from live used to balance dual blades. But from what I can tell, DB is a perfectly good set when ignoring the combo mechanics.
  9. Correct, this has been known for awhile. It's also been known that increasing the range/radius in cone attacks does not increase its Area Factor calculations for procs. The proc formula uses the base radius/arc only.
  10. It does work differently. The AoE from Savage Leap is performed by an "Execute Power" effect. The power that gets executed is 40s base recharge and 0s cast time with a radius of 20 feet. It will use the AoE PPM formula for its calculations. However, I have not played with this power before and looking at CoD I do not see the executed power accepting set IOs, so I am not sure if it accepts the procs from the main power or not. I would think it should, but it's worth testing that to make sure. One more thing to note...the teleport to target will act as a ST attack and will use ST PPM formula for its proc calculations. That is 40s base recharge, 1.167s cast time, an no AoE. However, double procing will not happen, so if you hit the main target with procs using the ST PPM formula, it will not get proc'd again by the executed AoE power. However, I think Lightning Rod, because it's a summoned pet, could proc twice, scratch that, Lightning Rod is a Location AoE and doesn't use a target for its teleport. EDIT: I hopped on Beta where I had a Savage Assault Dominator that I used to test Feral Charge previously. It's set up similarly to Savage Leap and the Procs do work in its AoE. So rest assured Savage Leap's procs should be working in its AoE as well.

  12. Keep in mind, if you're looking to do damage per cycle analysis, you need to factor in animation time as well. So 2.4s + 2.64s = Spin once every 5.04s. Savage Leap would be 10s + 1.32s, so once every 11.32s. So the ratios would not be the same with increased recharge.
  13. For clarity, only Scrappers get the bonus crit chance (Stalkers get nothing special) and that crit chance is for other Martial Arts attacks only. So EC > FB would not be boosted for Scrappers. As for Titan Weapons, I feel like that falls within the Builder/Spender category. However, instead of multiple builders leading to a single spender, it's one builder leading to a window of time where you can spend spend spend.
  14. The damage you're referencing is for the bonus Zapping damage. The base damage for the power does 0.1 scale, while offering up Zapping for an extra 20% damage (0.02 scale). When Tesla Cage chain jumps, that damage gets increased. The formula for that is 2.33 x Chain Jump # (up to 4 jumps). To break that down, here is what the damage will be (blaster mods in parenthesis). Note, I am not including the 20% bonus damage for Zapping: Main target: 0.10 scale (6.26) Targets hit by 1st jump: 0.233 scale (14.58) Targets hit by 2nd jump: 0.466 scale (29.15) Targets hit by 3rd jump: 0.699 scale (43.73) Targets hit by 4th jump: 0.932 scale (58.31) Keep in mind, that's just the damage. The endurance and recovery drain also should be affected by the multiplier. The main target takes 20% end drain and 100% recovery drain (set to MainTargetOnly). For the chained portion it's an initial 1% end drain and 10% recovery drain (SecondaryTargetsOnly). This makes the following impact: Main target: 20% end drain, 100% recovery debuff Targets hit by 1st jump: 2.33% end drain, 23.3% recovery debuff Targets hit by 2nd jump: 4.66% end drain, 46.6% recovery debuff Targets hit by 3rd jump: 6.99% end drain, 69.9% recovery debuff Targets hit by 4th jump: 9.32% end drain, 93.2% recovery debuff Anyways, it's not a game changer, but it's also free extras. You get to use your single target hold while in AoE situations and get some splash impacts.
  15. Keep in mind, LotG's +Recharge is a set bonus, so you don't want to boost it if you want to exemplar. In the build below, you go slightly less than softcap for F/C, but big deal...enemies will hit you 1% more often than they used to.
  16. The only thing to know about purples and pvp IOs is that their set bonuses are retained when you exemplar. But seeing as how you didn't have a set bonus, the SW was definitely wasted. Now, I assumed that your build is not intended for exemplaring as you were +5'ing everything. If that's not true, then you will want to revisit the +5s on the non-purple/pvp IOs, especially your LotGs. As for tweaks, the only thing I saw was to potentially move IOs around that would allow you to 5-piece Panacea in Rooted. That would get you 7.5% global recharge which would make hasten recharge in 120.1s (with 2 IOs slotted). It will also make your other powers recharge faster. However it would cost you some resistance in your build. If you're interested, I can share it when I get on a computer.
  17. The BU proc is actually a global enhancement. So it doesn't proc off the power it's slotted in, it can proc off of any attack you use. This is why it's so good when you have AoEs as it gives you more chances for the proc. It honestly makes no difference. A LotG/LotG versus LotG/SW is the same amount of enhancement and both will not necessarily give you a set bonus. But a LotG is cheaper than a SW. You could make it a +5 defense IO if you want to go ultimate cheap route. I can take a look at your build. I was thinking I could take some of the slots I used to add EN resist to give you an extra recharge. If I see something, I'll share it.
  18. I like the approach you took with chasing softcap to all types. I took a look at your build and I think I was able to improve upon it. The only downside would be how you feel about Build Up not being 6-slotted. Personally, with the Stalker ATO I feel there is no need to care about the cooldown of build up as it will typically proc for you anyways. So if you don't mind the fact I turned the 26s cooldown into a 33s cooldown, I think you'll like the small tweaks I did. I was able to increase your type defense by a little bit (+0.11%) while pushing up your psionic defense by quite a bit (+3.22%). I also increased your S/L resistance (+3.4%) and your E/N resistance (+9.4%) . Net endurance recovery slightly increased (+0.02/s) and Regen slightly increased (+10%). Oh, and I swapped the slotting between Total Focus and Energy Punch. I figure having Total Focus recharge faster would be preferred, but you may not need it and would like to keep the Hold proc in Total Focus.
  19. EMP arrow does not have enhanceable resistance, so the resistance effects are flagged to ignore strength buffs, instead of requiring the entire power be set to ignore outside buffs. However, because the resistance is provided from a pseudopet while the debuff/hold is a separate executed power, the pseudopet could be flagged to ignore outside buffs. The debuff/hold would not, which would allow for buffs from powers like Power Boost.
  20. I'm looking at the web archive of the original City of Data and it shows in 2014 that the power was set to Ignore External Buffs. So unless the SCoRE developers fixed that between 2012 (sunset) and 2014, this implementation is the same as it was on Live.
  21. We saw this problem with Fade back when that was not flagged to ignore external buffs. You were able to use Power Boost to buff the defense in fade, but you were able to use Soul Drain, Damage inspirations, etc to buff your damage strength and that strength got fed into the resistance of Fade. So you were able to hard cap your resistances and softcap your defenses trivially.
  22. Arctic Fog is not affected by Power Boost. All versions of Arctic Fog are flagged to ignore external buffs.
  23. That's working as intended. Powers that provide enhanceable resistance (like ice shields) are flagged to ignore outside boosts, which includes PBU and PB.
