I wanted to build a Rad/Ice for tanking but it wasn't a pairable set for a Tanker so i'm making a Brute with which to tank.

 

To people with experience with ice, what Ice Armor powers are most skippable?

I'm looking at the choice between Permafrost and Glacial Armor.  Is the Energy/Neg defense from Glacial worth keeping a toggle on?

Permafrost is what I usually skip.  Energy is one of the most common damage types so don't skip Glacial Armor.  12.5% base DEF might not seem much, but with 3 DEF IO's in that 3 in both Maneuvers and Weave, that puts you around 30 DEF, leaving only around 15% under the soft cap, which you can help cover with set bonuses and hover/combat jumping.  On top of that when you fire off Energy Absorbtion you can gain DEF for every enemy within power range up to 10 (with the first giving the most).   Hope this helps.

Ice Armor and Radiation Armor are both available for Tankers.

 

Ice Melee and Radiation Melee are both available for Tankers.

 

A Rad/Ice or Ice/Rad Tanker is buildable.

You should still skip hibernate regardless of which you choose.

I wouldn't skip permafrost either. Chilling embrace can keep 3 full spawns debuffed and slowed, as long as you can MOVE.

Speed debuff resistance is rare enough outside of universal movement IO sets that it's worth keeping... and it's also a good place to slot a steadfast and gladiator unique and an impervium proc so that you can 6 slot aegis into tough.

I keep Permafrost and put the +Def uniques in there to hit the soft-cap without the Fighting pool. I hate wasting a pick on Brawl.

But there's a bunch of ways to build to the soft-cap.
