I was not sure what section this might go in (Art & Multimedia?). Is Swan's feathered shawl or cloak a unique costume piece to her? I found a feather cloak, but it is not the same. Anyone know?

It is, indeed, unique.

While the Devs have stated that they do want to look in to some additional costume items, potentially even from NPCs; signature costume pieces will remain unique to the signature characters who use them.  No idea if that will include Swan's feathers; but I'd hazard that it'd be likely.

No E.T.A. on that either, or even if it will happen at all.  The Homecoming Team would -like- a lot of things, much like the rest of us players, but there aren't any guarantees.

I havent been through the COH files but in other games NPCs, especially signature NPCs are often built as a whole unit as opposed to a base character and then "dressed up" so to speak. Its certainly possible to deconstruct bespoke models and make them costume items its just a question of someone doing it and in the case of a signatures items, it meeting with policy.

 

You can actually see COH did this with the Carnival of Shadows female boots though they didnt go the whole hog and updated some items when making the "Carnival of Light".

That's because it's not a costume piece, it's a special weapon: his version of Earth Assault. Like other back-mounted weapons, he pulls it out of nowhere, then smashes you with it.

I'm sorry, but it's clearly a Titan's weapon.

That...actually would be awesome!  Cumbersome to wield, mind you, unless you have it automatically come with a telekinetic effect...or drill 3 bowling ball holes.
