So I've been playing my new Elec/dark blaster, and have come to the conclusion that the sustain power Touch of the Beyond needs to be reworked.

 

As it is it's a single target minor fear attack with no damage that siphons regen/recovery. The biggest issue is the regen/recovery lasts 60 seconds, so you're forced keep track of it by monitoring regen/recovery and keep using touch of the beyond, which is detrimental to your DPS. God forbid you miss.

 

I would suggest that the power could be changed instead to a pbaoe toggle that grants the regen/recovery but also has a negative ToHit Buff  (~ 5%) for enemies in range (~15 ft) and a pulsing mag 1 fear (w/ a duration of 9 seconds) that is reapplied/stacked every 3 seconds.

 

That keeps it fairly unique, ties the power into the -tbh that dark based attacks are known for, and makes it so that it doesn't have to be used everything other attack.

 I posted a thread suggesting that it be buffed just last week.  It's the only blaster sustain power that relies on having a target outside of drain psyche.  Drain psyche already has big enough advantages that needing to be in combat is no problem for it.  But touch of the beyond's recovery and regen buff is no better than other blaster secondaries with a sustain toggle.  I suggested extending the duration of touch's buff to 90 seconds to 2 minutes to make it easier to maintain 100% uptime.  It already can't stack, so I don't see the harm in giving it a longer duration since it has more drawbacks than the other sustain powers.

Considering how melee-focused Dark Manipulation is, I could see Touch of Beyond benefitting from being a PBAoE power. Though I'd probably keep it as a click power--you can make the Fear stronger if it's a click and not a toggle, and more targets means it's very unlikely to not get at least one hit and acquire the recovery buff.

If you make it a click PBAoE you can just make it function like force of thunder in /elec.  You get the buff whether you hit a target or not.

Turning TotB into a PBAoE toggle would probably violate the Cottage Rule. I think it would be better to change it back to Touch of Fear, and do something with Dark Consumption to make it into the sustain power instead. That would probably violate the Cottage Rule too, but Dark Consumption as it is is made pretty much pointless by sustain powers anyway.

 

I wonder if Dark Consumption being available as a fallback end management power is why Darkness Manipulation has the worst sustain ability of the secondaries...

Better to put it aside for Dark Consumption than Touch of the Beyond. A single-target tohit debuff and terrorize effect can still have some use, but a PBAoE end drain on a crazy long timer with a tiny radius is completely superfluous in a set that's going to have a sustain power.
