Not insulting, just the oddest suggestion with easy to use options already there.

 

Also, clicking NPC civilians that start with E tells server time. Unless that changed.

I'm confused. Are you talking about actual time, server time, or ingame time? If you're looking for ingame time it's /citytime, if you're looking for server time it's /servertime.

You can even type /localtime to just get your computer's clock data repeated in your System chat, if you're playing full screen.

I just dock my phone next to my computer.

Options, Windows tab.  Scroll down near the bottom to beta features.  Enable chat time stamps.  If nothing has been said in chat for a while, just say something locally and poof you have the time
