Yeah. That's intentional. Old bit of COH... let's say "player lore" since live. There with "jerk hacking" and "gone to the Americans."

There's even a badge named 'Kill Skuls' and 'Kill Skuls' grafitti in some of the more vandalized locales of the city.  It's absolutely intentional.

I remember thinking the same thing as the OP way back in 2005(?) when I saw the text for the badge.
