This toggle power can slot End Reduction, but doesn't appear to cost any endurance to run. Is this correct? What should I put in the base slot then?

This is your Sustain power. It gives you back Endurance and Health when you're running it. Well, not all of them give Health (regeneration)... some actually do give Health (regular healing ticks), and some give Absorb. But it all has the same function.

 

All of them should be 6-slotted. If nothing else, max out a Healing set in there... Preventive Medicine for the Recharge, or Numina's for the Ranged Defense. If you wish to mix, if you feel the character's Endurance recovery needs more help, you can mix it mostly with Healing, and with some Endurance Modification since they're stronger than Stamina. Personally, I feel the base endurance recovery on top of Stamina is good enough, and just slot them for Health/Absorb and set bonuses.

It's worth emphasizing this point. The recovery given by sustain powers is huge, and slotting end mod in them is more efficient than any other end gain slotting. If you're thinking of adding slots to either health or stamina for end gain, no matter how expensive the proc you are thinking of using, a simple end mod in the sustain is way better. Unless I am really desperate for a set bonus (usually ranged defence) I always slot the sustains with two lv50 end mods and two lv50 healths.

Fair enough. I haven't played a blaster secondary with a sustain that doubles as a damage aura. For the sets where the sustain can only be slotted with healing or endmod, I think there are better places to put the slots.

I just leveled a DP/Ninja. While I like the buffs to the sword attacks and the +regen, I wasn't impressed with the set overall. I would rather have build up than chance to crit.
