Hi I'm a defender with force fields and energy blasting and I want to have the shark powers, can someone help me to make a build?

Sure, here's a basic armored build for you.  Soft cap positional defenses, hard cap SL resistance.  AOE KB mitigated to place nice with others.  Two periodic heals, okay end recovery.

    I'm no expert on procs but I think it comes down primarily to control of when it happens vs the likelyhood of it happening.  Aim, well the chance to proc occurs when you click.  Versus in Tactics the chance to proc may occur when you're between spawns or just after you Nova etc..  Frankly I'm not sure of what those chances to occur are.  Been awhile since I recall seeing it discussed.  Maybe @Bopperor @Sir Myshkincould jog our collective memories.

Doomguide nailed it.  Aim gives you more control over it, while Tactics triggers more often in teams.  That depends on your playstyle.

 

It only has 3 FF powers because the other 6 do things few people need or want done.  They either protect enemies from your team by knocking them out of reach of your AOE or trick you into wasting your turn by inflicting less damage than your real attacks.  The three good powers only need to be cast once every 240 seconds to protect your team with ~36% added defense, giving you more time to blast enemies or throw sharks at them.

Here's probably how I would do it... Repulsion Bomb is a pretty good 3rd AoE and I like Force Bubble (though it is not something you use all the time).  Still has capped defense to Melee/Ranged/AoE

I agree with KB > KD, the knock down is very good in repulsion bomb for soft control. Putting KB > KD procs in your energy blast would add that extra desired feature for teaming.

It's... complicated.

 

Procs are good for increasing your own damage, but you lose out on set bonuses by stacking them, so it's a trade-off.  I personally prefer armored builds over proc-heavy builds.

Your overall build goals will determine what you ultimate stick in your attacks. While leveling using procs are an effective way to add burst value without investing yourself to a specific set if you get the random proc recipe dropped on you as they will sell easily later on if you choose not to continue using them.

 

If an attack you're looking at slotting is one that you don't need to rely on a particularly effective set for its bonuses, then adding two or three (or sometimes four) procs to the power's slotting are a much better trade off damage wise. It's something you have to determine during the build design process like if you're trying to achieve 45% softcap defense, knowing where and what powers you'll be able to achieve that with and how lets you know what powers you'll have the ability to play around with more freely.

 

I ended up having some time on my hands due to a Zoom meeting that I expected to be more than just a slideshow and put together a build based on the Shark concept. I built this as a Corruptor though to showcase that end stats for the build could still get achieved without sacrifice. Defenders are definitely easier to build for due to better buff values out of the box, but a Corr would play better towards Damage, and that's all this type of build really has going for it. I also went into Force of Will for Weaken Resolve and Unleash Potential. Weaken so that in team settings the build could force multiply with some -Res, and Unleash to help patch any defense debuffing.
