Need End-game build help please!!

Hello fellow Blasters. I have many blasters at 50+, however my main toon and one I have had since the first week Homecoming came up is a character named White Blanket. I have built and rebuilt this toon countless times. He is of a power pairing I see very little discussion on.

 

The purpose of this post is to hopefully find someone up to the challenge of max slotting him.

 

This Blaster is a Psychic Blast/Atomic Manipulation build. I have already chosen, and will list, the powers chosen for him. I am not asking for any help or discussion on the selection of the powers. What I have selected is what you have to play with. I am open to ANY slotting ideas. Money is inconsequential, I can throw an almost limitless amount of influence into this character and indeed would prefer to. I will list the powers selected and I would very much like to see what someone can come up with following a few basic guidelines, as follows:

 

1. I would like to be at or as closed to soft capped on DEF.

2. I would like to have as close to perma-hasten as possible.

3. As much damage as can be built for this after hitting 1 and 2 with as little compromise as possible.

4. Having the generic "good stuffs" (panacea, shield wall, impervium, kismet, gaussian, pretty much as many as the unique bonus enhancements as possible/viable)

 

Hopefully someone can come up with something better than I have been able to in my last few build iterations. To be fair, most of what I have built has been truly powerful, but Im looking for someone that can take it all and make it the best it can be. Again, I can obtain absolutely ANY build and would prefer something as max'ed as possible.

In case this is a majority opinion that is being shared, to clear my desires: 

 

I don't have unrealistic expectations nor am I looking for any requirements to be met outside of keeping the powers I have already selected (unless, as stated, there is a strict reason you have chosen to drop or add a power, in which case I am fine with that as the only real "requirement" is that I use hover/fly).

 

I'm simply asking for someone who is more versed and skilled in min-maxing a blaster build to show me what you can come up with given these power combinations, as I have rarely seen anyone attempt to build this specific type of blaster.

 

I have scoured the forums and other resources but simply cannot find a dedicated build "guide" or maximized build set up for Psychic/Atomic. I understand that Psychic is mostly frowned upon, however Atomic seems to have some form of backing and support from players. As originally stated, I have built many variations of this specific blaster but I am not nearly adept enough with the enhancement system to not make mistakes in my slotting given my parameters for what I am trying to accomplish.

 

I'm not expecting to be able to hit 100% of my wishlist (such as completely capped defenses and perma-hasten and max damage) I am simply asking if anyone can come up with a build that puts me as close to these goals as possible using the assortment of enhancements that seem to always be agreed upon. For example, with hover, evasive maneuvers, combat jumping, weave, and scorpion shield I have the 5 necessary def powers for 5 LotG+Recharge slots. I have tough to incorporate the dmg resist uniques. Beta Decay, atom smasher and positronic fist can fit -res procs.

 

Psionic Tornado, Negatron Slam, and Telekenetic Blast can use Forced Feedback Chance for Recharge. Metabolic Acceleration or Health can fit some of the unique heal procs. Etc....etc.... I just have no idea which out of all of these are worth pursuing, and how many slots I give each power for other things (purp sets +acc and +rch, or damage procs in abilities or what have you) I feel as though the powers selected present enough of a template to truly have a great build, I am just at a loss after many attempts myself in how to slot it, and would very much enjoy seeing some others' take on what to do.

 

Again if there are necessary powers or pools that I should be looking to acquire and/or remove to open up the build better than by all means express yourself and have fun with it. I would just like to see what people can come up with given an unlimited source of funding, as influence is not an issue and I do not mind wasting massive amounts of influence for even very slight upgrades and/or performance maxmization.

Curious statement. I wonder why you'd think that shooting for def and recharge is not doable.

 

I looked at the builds you posted. You seem to couple defense with S/L resists in the few that I looked at. If that your mentality then I agree, shooting for softcap defense, high S/L resist bonuses AND recharge is not doable. But that's NOT what the OP is asking for.

 

To the OP, Thumbs up for taking the melee attacks. The only thing I question is skipping will domination, the sleep can be very useful in detoggling Annoying mobs (Tsoo sorcerers come to mind). In addition to your requirements, I would also add slow resist into the mix. If you read my numerous posts in the blaster forums that help with builds you will understand my rationale on that and the prioritization of range defense over S/L defense even for melee blasters.

 

So here is a more precise build goal list:

 

Close to softcap or softcap Range def and S/L def, S/L def can be a little lower but no lower than 40%

High recharge

Moderate to high slow resist (>50%)

Functional Invisibility so you can stealth through missions

HP/DAM/ whatever else that we can pick up along the way.

 

AND, for extra credit, let's make a build that has you self sufficient to speed run Citadel without team help, meaning that your defenses are fully matured at that level and you have a decent attack rotation.

Start here, this is where I went into the most detail breaking a build down. I doubt I have the energy to do that again lol

 

The build is only 25% of what contributes to your success as a blaster, no matter how good it is. The remaining 75% lies in understanding your toolkit and how to use them, movement, mob awareness, positioning, LOS, fear AI, etc... All the stuff that builds don't teach you. Very much appreciated. This is right along the lines of what I was expecting and I love it. I'll build and fiddle with it to get some personal flavor but very much appreciated.

 

I have read alot of your posts and enjoy every point you make. I suppose it is time, after more than a decade of playing this game, that I do indeed learn to build at a higher function than I currently am capable. I have my homework for the day now, thank you! I'll let you know how it all comes together.

Combat Jumping is an excellent defense pad with super low endurance cost. It also provides immobilize protection. The OP's power selections included exactly 5 defense powers for 5 LotG bonuses

 

Blaster CJ with a +5 LotG = 2.1% def-all at 0.07 EPS 

Blaster Stealth with a +5 LotG = 2.1% def-all 0.33 EPS

Blaster Manuevers with a +5 LotG = 2.73% def-all at 0.39 EPS

 

CJ is still a good choice for a hover blaster and especially for a hover blaster that wants to include some melee attacks!

That's a fair enough point but I was kind of interested in if he chose it for a secondary power.  There are only 23 powers he listed out of 24.

I tried to come up with something although I'm not great at builds and haven't played psy since live.

The first is softcapped range and perma hasten.

The second softcapped s/l/nrg and perma hasten.

I didn't bother with the last power selection as I wasn't sure what you wanted.

I would advise waiting on someone else to tell you if they're garbage before building them.

That all means you have to take junk powers like weave,stealth etc just to get your defence up when you could get a high def with just set bonuses.

As for the CJ debate. I very rarely take the leadership pool as the nrg costs are higher, even if the benefit is too. I like the 5 LotG slotd, and CJ is just so low cost. I find myself in melee ALOT to get the beta decay and pbaoe goodness going, so it just works for me even if the majority of the time I do fight at range. 

 

The last power is free reign, I bounce around with the Teir 1 blast and the secondary hold etc... to try out different sets with my builds, so I usually end up forgetting to pick something when I post.

also lowers required Def for softcap against enemies within B.Decay's radius. so while 45% to SLENFC, with high +Res (40-55%) to SLEFC and high +Rech for perma-Haste might be a stretch depending on the build ...39% is actually quite doable. my /Atom has a bit more +Def for a buffer, took Sorc pool for Rune, and only manages 75% +Rech before B.Decay saturation, but could easily be adjusted to include Speed pool for perma-Haste instead.

the notion that all three will "cripple" a blaster, i guess then falls on what one's definition of "cripple" is? if we're talkin slightly lower dmg output, dead blasters do no dmg.  ;D

This game is so fluid that the idea I have to maximize damage as a blaster is silly. I do damage. The same for every AT. You can pretty much play every toon in most every what you want. 

 

I like a sturdy blaster. I like the damage I can do with a blaster and it's playable. I don't need to wipe a group with one alpha. I have a fire/fire for that. This blaster plays differently and I like that.
