I'm trying to build this so I can have Perma PA and some Proc Bombs, but it looks like my resistance/defense is pretty much crap.  Any advice would be greatly appreciated.  I'm not really great at using Mids.  Thanks in advance and Happy Holidays to all!

I'm trying to build something similar. Goals are:

 - Perma PA

 - Max Ranged Defense

 - Lots of debuff/holds so my army can wipe out mobs

 - An attack chain that does damage and I don't hate

 

What I have so far is below. Noting:

 - Decent Smashing/Lethal/Ranged  Defense and some S/L resitance

 - 270% recharge, so about 30% short I believe

 - Some nice damaging attacks: Spectral Wounds, Ice Arrow, Acid Arrow, Oil Slick Arrow. And Poisonous Ray, which sucks to cast, but debuffs bosses nicely

 - Two decent ST holds in Ice Arrow and Blind

 - Two decent AoE holds in EMP Arrow and Oil Slick Arrow, which should alternate between fights

 

Probably lots of tweaking still to do. I'm not sure about:

 - the Chance to Heal proc in Disruption Arrow. I'm hoping it proc's per target.

 - mulling Hecatomb in Brawl. Good bonuses, but a wasted power. I'd prefer Air Superiority from Flight but that would cost me an extra power

Flash Arrow is an autohit 15% -tohit (half unresistable) with a 35 foot radius and a 60 second duration. Slot it and you can get close to 25%.  That replaces a lot of defense.

     Having true perma PA and very high or capped defenses is probably overkill, at least for solo work vs AVs and the like.  PA has a strong taunt ability so unless your catching AoEs aimed at PA you should be largely ignored by the big bad.  Add in your stealth, particularly Superior Invisibility, and you should be able to neuter most of a spawn without needing capped defenses.  You've also got both Flash Arrow and Spectral Terror both of which debuff To Hit further reducing the need to cap defenses.

Changes:

 - Took the Flash Arrow advice - thank you @Uun.

 - Managed to squeeze in 12% more recharge and another pet

 - Dropped Super Jump

 - Move the Hecatomb mule from Brawl to Boxing for an extra ~30 dmg in the event it's ever used

 

 

I'm not sure what level of defense is 'right' when actually playing at range. I'm 33 now and on a leveling build, will respec into this build in the next few days. Endurance recovery might be an issue looking at End Use (2.08%) vs End Recover (2.56%). What end use/recovery ration to people usually aim for?

It looks like the defense and the endurance recovery went up a lot too.  I hate running out of end, so was thinking of taking Cardiac on mine.

With Ill/TA, I solve this issue mostly through a more strategic playstyle. I'm rarely trying to 'nuke' but instead just setting up the battlefield and letting the pets do the work. Phantasm is far more effective than in most Illusion builds due to the debuffs and Phantom Army is, as always, massive damage. Since almost everything I'm doing are long recharge once-per-battle type powers, it doesn't really cost all that much endurance.
