What are your goals with the build?

 

Optimization really depends on context. You can max out a build designed to do damage at the cost of safety, or you can max it out on the other extreme and focus on extreme levels of safety at the cost of (a lot of) damage. Most people settle somewhere in between. Your power selections and pool choices greatly impact how to design and optimize your build.

 

So what do you want to accomplish with the build?

What's your playstyle? All ranged/hover blasting or do you mind stepping into melee range to drop a bomb every once in a while? Is this strictly for teaming or would you like to hold your own solo?

What are must have power picks for you?

What are nice to haves?

Anything else that help define the parameters of your build/goals?

Prefer all ranged blasting. Set traps to teleport mobs onto them. Mostly solo players atm but will change as health gets better. Looking to soft cap ranged defenses then recharge for more boom action with the T9. Also note that Munitions isnt mandatory. Am willing for other epic set if it helps with the numbers.

It's tough to pay the KB tax and fit FF procs in and shoot for high recharge + softcap, AND take the teleport pool for fold space. This took me a few iterations and I had to drop munitions to squeeze more recharge in. This is what I ended up with.

Gives me double gun drone. 
Spider pets are on perma. but you can't resummon spider pets until they die out, otherwise it is a wasted summon. 

I don't use hover until I need to get out of the way of mobs. I usually eat a purple Insp. and just dance around trying to maximize full auto. 
I use Web Envelope for Ignite and caltrops.

I second what Nemu said. It is tough to do everything 

 

You say you want to stay ranged.  Okay.  Thats a start.  Now please be very specific what your build goals are.

 

I can build you a softcap ranged defense + build with high recharge and accuracy without breaking a sweat.  Practically a “virtual bunker” firing platform.  But it will have almost no procs and the damage will not be sexy.  I use builds like this all the time.  I call it the Uber Sentinel style build.  Way out damaging a Sentinel and with half a brain just as survivable.  But again, not near the hate machine my Fire Temporal Blaster with no Defense at all is.  He survives by jumping into spawns and killing everyone around him as fast as possible.  I find screaming helps.  Anything “ Leroy Jenkins” “Die Longbow!” “Love me baby!”   95% time if works 100%

Near the end of live, I built an AR/Dev Blaster with a lot of recharge + Burnout + Spiritual Alpha + Ageless Destiny + Force Feedback. It was able to get 4 Gun Drones out at one time though they only overlapped for like 10-15 seconds. It was still fun even if that trick only happened once every 7ish minutes. It was a horrible build that totally relied on KB and teammates saving me. It had the Medicine pool to slot more +7.5% def from the Panacea set, and remember Hasten was perma without Ageless active and zero IOs slotted in it.

So, you need to be able to get close into mobs and wreak havoc from kissing distance. I know you think that fighting from a range is best, but you should at least give the up close and personal approach a try. With that in mind, you need armor. Being a glass cannon is fine, but this is Page 5 Land now and mobs not beholden to a tank sure like the look of damage dealers. 

 

I came up with this. You will have very good survivability with this. You will laugh in the face of Council before you shoot the same face you laughed in. I wouldn't be tanking more than a mob at a time, but with a few Good Luck Inspirations and maybe Barrier, you could. My Dual Pistols/Device Blaster was designed for Smashing/Lethal farming. This build can almost do it.

Near the end of live, I built an AR/Dev Blaster with a lot of recharge + Burnout + Spiritual Alpha + Ageless Destiny + Force Feedback. It was able to get 4 Gun Drones out at one time though they only overlapped for like 10-15 seconds. It was still fun even if that trick only happened once every 7ish minutes. It was a horrible build that totally relied on KB and teammates saving me. It had the Medicine pool to slot more +7.5% def from the Panacea set, and remember Hasten was perma without Ageless active and zero IOs slotted in it.

I have DP device with burn out so I can pull out 3 for a short period of time. I am sure there is a way to sort of time it to have one burning out and the power resets.

Bit safer at close range with Smash and Lethal Defense cap and some resistance. Statistically these resistance numbers are better than being resistance cap and less defenses. 
My link in my Signature Why Softcap is important pretty much lays it out for you.  

Once I got the numbers I liked I started tweaking here and there. 

A jetpack when need to force mobs into range attacks.

I don't think you need Tactics for the extra To Hit. I think it is over kill. I would stick with Assault. 

Here is the deal. 
First off Full Auto while Hovering is a bit wonky.. I don't understand how it works completely, but when hovering it's like it missing mobs. Overall I think something weird is going on with Full Auto honestly. 

The other thing is you will have to turn off hover and fly to place trip mines. End result if you are flying around, you will see that you will not be placing Trip Mines down that much. Further, when you turn off Hover your defenses on both range and S/L will drop so you will much lower in defenses. Not the end of the world if you have a purple inspiration or can make one. 

My first build with the spiders is what I was running BEFORE the changes to Trip Mine because it was useless and difficult to place as I would just get interrupted and loose endurance for nothing. So I went with a hover blaster that would just fly out of melee range when needed to force mobs to range attacks. 
But once the changes were made I intended on making changes to my build. The build I posted above is now my 2nd build. I kept the first one. 

 

I just don't think you will get the use out of Trip Mines as much and  you will have to make sure you eat a purple inspiration otherwise hits will go through..

I tested trip mine with a jetpack and as long as I was low to the ground it allowed me to place it. When I get a chance I'll see how well it works with assault versus tactics. I was thinking about the new hard modes is all. Thx Btw for the info.

Maybe its a Hover thing.. 
Or they changed it.. 
But the Jetpack is a great simple find

I came up with this. You will have very good survivability with this. You will laugh in the face of Council before you shoot the same face you laughed in. I wouldn't be tanking more than a mob at a time, but with a few Good Luck Inspirations and maybe Barrier, you could. My Dual Pistols/Device Blaster was designed for Smashing/Lethal farming. This build can almost do it. 

 

I have started an AR/Dev Blaster Redside with the ....possibility.... of soloing every contact, every story arc, every side mission.  Have not decided yet.  Still on Mercy island.  I do want to run this solo, always been a goal of mine, because the AR/Dev Blaster can set up forts and traps and basically Home Alone entire maps.  Playing through the powers and seeing their synergy without having to do "one job" for a team allows me to see what this was built for.  For a Team Blaster I just need AoE and a willingness to run when things go socially awkward.  AR/Dev, to me, is not built for that, it is built to use a lot of strange soft controls and herding to clump and stomp.  Everytime I run (rarely) I end up on teams and TFs and it is meh at that job.  I never learn the subtleties.  Not sure how much of Redside I will do, but I will solo this thing to 50 to learn how to run each power.

     I'd lean towards creating a build specifically for Hard Mode at least until I'm able to play around in Mids/Test and see what I come up with.  Supposedly a new computer is on its way (!!!!).

     Targeting Drone is a very potent To Hit buff for a Blaster nearly equal to a Defender running Tactics or Fortitude from Empathy (18.5 vs 18.75).  Tactics on a Blaster is 10.0.  

     Burst >> can take the Achilles -resist proc.  I'd use it especially in a team or hard mode build.

     Caltrops >> I like to enhance the range so I can throw them further than off the end of my toes.  Typically a pair of Range/Slow IOs.  

    Of all the theme and other builds my friends I ran on Live our group of all AR/Devices blasters was probably the one we ran the longest, 1 to 50 in fact, and was great fun.  The size of some of the minefields we created and the numbers of foes we pulled into them was crazy at times (as many as 6 of us dropping mines).  Often 60 or more I'd guess and 18 or so was routine with entire multi-floor rooms pulled into a mine choked hallway while we opened up with our blasts.  One of us took Time Bomb and its main use became to initiate the above chaos. Boom went one spawn followed rapidly by snipes at other spawns pulling all to us.

That's a really bad build by any metric. I hope you are open to constructive feedback.

 

Here are the most egregious issues with the build

 

1 - 4 slot hasten. Really overkill. Enhancement diversification means in general you get the most bang for your slots at 2 level 50 IOs for most attributes. You can +5 both via enhancement boosters if you have the inf to splurge. 4 slots in hasten is just a terrible waste

2 - Slotting attacks with full knockback sets (for presumably those 7.5% recharge bonuses). These are attacks first and there are ranged damage sets for a reason. A few well placed force feedback +recharge procs are far more effective and slot efficient than chasing those 7.5% recharge bonuses from full KB sets. Also, besides the 7.5% global recharge bonus that Kinetic Crash gives you, the rest of the bonuses are pretty terrible and the set features no damage procs. If I'm not going to fully enhance an attack for damage then I would make sure I have some damage procs in that attack to offset the lack of damage enhancement.

3 - No targeting drone. This isn't an optional pick. It's part of the core kit for a devices blaster that gives you to hit and resistance against to hit debuffs and blind. Time bomb and smoke grenade are more skippable than this power.

4 - Skipping pretty much the second half of your primary. Most blasters take their nukes, and if your game plan is to hover and pew pew cast time is really not that big of an issue if that's the concern. Flamethrower diversifies your otherwise pure lethal damage type. Ignite is a single target bomb if you can immobilize targets, which you can with web grenade. Gun drone is free dps that works even when you are mezzed.

5 - One can certainly build a blaster with low defenses but there should be a method to the madness, like going all in on damage/procs at the expense of personal safety. Yours is a build without a cohesive plan that builds for recharge just for recharge's sake.

 

Pro-tip - DON'T build for recharge just for recharge's sake. It's not the end all be all goal to chase. Understanding WHY you need recharge and building with purpose will serve you better than treating recharge/perma hasten as a rule for every build.

 

Here's a moderate budget no purple no PVP no winter IO build with a plan - pure range hover blaster with high recharge so that I can spam full auto/LRM/Gun drone more while keeping decent range defense that's 1 luck shy of range defense softcap (by level 30), plus respectable slow resist even without using expensive winter IO sets. And with power picks chosen in a way that accommodates leveling and exemp content without any significant gaps in leveling progression where you run into scenarios like having only 2 attacks before level 30. And lastly, perma-hasten with 1-2 triggers of various force feedback procs which is pretty much guaranteed to proc within hasten's 2 minute uptime.

I encourage you to look at the build and ask questions on why I take certain powers and slot certain things the way I do. This is far from a super high-end build and I have other ideas for those iterations, but the starting point regardless of budget is the same - coming up with a game plan and setting expectations on what you want to do, exploit synergies, patch or compromise on your weaknesses, then putting plan to action via mids.
