KaizenSoze
Repeat. This is a concept build. What power sets do you think work well together if you weren't going to take your primary nuke? You can still take your secondary T9. Night Pixie on Excelsior Introduction to Arachnos Widows - Night/Blood/Fortunata
Haijinx
If you want to feel like you don't have a nuke, just play AR/enr
Uun
I've got a DP/Ninja blaster. Hail of Bullets (the T9) isn't really a nuke, plus this combo has neither BU or Aim. Instead, Shinobi gives your attacks a chance to do critical damage. Uuniverse
Thraxen
Can play storm. It’s tier 9 is probably skippable anyway.
EnjoyTheJourney
Fire blast and water blast offer 3 AOEs, aside from their respective nukes. Being able to cycle three AOE attacks should put AOE damage in a good place for either of these sets. Fire blast would do more damage. But, water blast has a heal and it allows for force feedback +recharge IOs.
Snarky
If you want a nukeless Blaster you should seriously look at Dominators in my opinion. At least that way you get something back for what you give up.
Saiyajinzoningen
archery cause by the time t9 lands all foes are probably already dead lol Its easy to criticize a suggestion but can you suggest an alternative?

The thing I will say in its defense, it shredded minions/LTs in the mid 30's the way a half incarnate team popping judgements does now. I had many problems with that character but AoE damage was never one of them.
Nemu
Assault Rifle would be my pick as well. You can still do a Rambo AR/TA/Arsenal (LRM) build without full auto, and it'll still be on theme. Haijinx
Why skip full auto? It's not really a nuke. If you really really want no nuke than go SOA/ huntsman/bane
Paragon Vanguard
If you don't care about the sets, AR/Dev works well without a nuke, as some have said. I don't consider full auto a nuke, but I suppose that is what was put in place as the "nuke". AR is an awesome sniper set, with putting range on slug , gives you two good hits to pull mobs into your mines, and mines relieve you of pesky minions and Lt's. The one that replaced time bomb (cant think of the name of it) now has a detonator and works superb in my opinion. Caltrops keep them guessing and not attacking, wash, rinse, and repeat. AoE damage, you can stay pretty safe, and clean up from a distance. I do it all the time but I use Full Auto as well. It would work without it. I have not built a pure sniper yet, but this thread has put it back into my thinking.
