So - I feel like this question has been essentially answered between all the comments, but just to give an 'official' post on here.

The City Council is the administrative group that runs Homecoming. While everyone on the council has some specific roles/duties, we collectively oversee both the development team, Game Masters, and any other outlying aspects of the project. As Crumpet mentioned above, we have leadership setup to run the day to day process, but all of Homecoming's direction and policies is ultimately determined by the council (and yes, we play the game a lot 😛 ).

To shed further light - the Game Masters are our policy enforcers. They moderate our official channels (discord, forums, and in-game) as well as provide player support in-game for stuck missions, broken bases, and more! They're the true unsung heroes of the server that spend all of their time solving problems for players. They report to our Lead Game Masters who work closely with the City Council to determine moderation policies and keep the day to day functions of the game running smoothly. 

Last (but certainly not least) we have our Developers. These are the individuals who create new features and content for the game, who are overseen collectively by the City Council and select Lead Developers.

There are a lot of faces behind the project that keep everything running smoothly - and everyone here is volunteering their time and getting nothing out of it besides the feeling of joy when making Paragon (and the Rogue Isles) a better place for everyone. So remember to be kind to them!!
