TheGnome Posted May 7, 2019 Posted May 7, 2019 I stopped playing before they changed the ranged Snipes to be insta-cast when at 97% to-hit. Somebody in /help was saying that you just need +22% to-hit, which I assume means the base rate is 75%. Is it possible to buff yourself to that amount permanently? Maybe with the leadership pool (blanking on the powers name) and IOs? I'm a psy/em blaster, and /em seems like the most likely candidate for maxing out insta-snipes but I could be wrong.

(Targeting drone FTW) Keep in mind the formula of: "every little bit helps" So scrape together every little thing that gets you some to-hit. For example: I usually take a defensive power, like combat jumping, (doesn't HAVE to be combat jumping) and put the IO: Kismet bonus to acc, which is actually a bonus to your to-hit. To-hit and accuracy are two different things, so keep THAT in mind. The leadership power pool is of course the go to. Six slot that with a decent set or frankenslot variously and you should be able to-hit that bonus easily. (See what I did there?)
Adeon Hawkwood Posted May 7, 2019 Posted May 7, 2019 So it's been a while and unfortunately the RedTomax data isn't available anymore so I can't check, but if I recall correctly Devices is the only Blaster set than can get perma insta-snipe (I recall arguing about it on the forums at the time). Defenders can get the required +22% To Hit by combining Tactics with the Kismet +6% To Hit IO but since Blasters get a lower scaling on To Hit buffs than Defenders do they don't get that high with just Tactics + Kismet. Dark Manipulation can get pretty close to permanent if combined with Perma-Haste to get the recharge down (although you'll probably still need a Kismet IO). EDIT: Ok. I downloaded Mids to check my memory. For Blasters Tactics + Kismet gives 16.9% so it's not enough on it's own and Blasters don't have any other access to permanent +To Hit outside of Devices and Targeting Drone. The second best option would probably be to combine Dark Manipulation with a primary that has Aim. In theory by alternating those two powers you could get permanent uptime but you'd need a total recharge of 300% (95% slotted, 70% from hasten and 135% from global recharge) which is going to warp your build pretty heavily. Adeon Hawkwood Posted May 7, 2019 Posted May 7, 2019 I imported your build and it shows a To Hit bonus of 17.5% which is what I'd expect for Tactics + Kismet on a Blaster. I'm not entirely sure why you're showing higher, I think you must have a slightly different version of Mids than I do (I've got 1.962). I can think of two things that might be causing it. The first is Reach for the Limit, that doesn't do anything in my version of Mids but maybe it's adding one stack of bonuses in yours? If that's the case then keep in mind that since it's a proc you won't get the benefit all of the time so it's not always going to be up. The other possibility is that when I imported your build enhancements 2 and 3 were missing from Reaction Time which could be the caue although I can't think of anything that would go there for a To Hit bonus. Generator Posted May 7, 2019 Posted May 7, 2019 I can't recall, apart from Kismet, are there any other "low hanging fruit" sources of +ToHit? I don't recall that the version I was using on i24 Beta back then had Tactics, but I had Kismet, and I think I was set up to get the bonus during the durations of either Aim or Build Up, and whenever I popped a yellow.

So I checked in-game and it looks like they have given Blasters a buff to their To Hit Buffs. Tactics was increased from 7% base to 10% base and Targeting Drone was increased from 13.88% base to 18.5% base. My guess would be that they changed the scaling modifiers for Blasters since I'm seeing the old values on Tactics for other ATs which means that Aim and Build Up should have a higher To Hit bonus as well. In any case this means that Tactics + Kismet should be enough to get insta-snipe. Defender Smash!

If it's in a toggle power then it will remain active so long as the toggle is on (and 120seconds after you toggle it off). So the best option for Kismet is to put it into a toggle that you will run during combat, Combat Jumping and Hover are both excellent choices for Blasters to put it in. Defender Smash!
Banana Man Posted May 13, 2019 Posted May 13, 2019 Any blaster can attain permanent instant snipe. Slot a kismet proc (probably in combat jumping or maneuvers). Pick up tactics. Use enhancement boosters to get more +tohit out of w/e set you slot in it (I personally like adjusted targeting, or sometimes gaussians).

It originally functioned the way I described it for toggle power but at one point it was changed it to function the way you observed and I had forgotten. If I recall correctly the change was largely done to allow the stealth procs to instantly shut off when Sprint (or other powers but mostly sprint) were toggled off. Defender Smash!

To be honest with you, I'd either frankenslot Tactics with Gaussian's Synchronized Fire-Control end/ToHit, Adjusted targetting end/tohit and Adjusted Targetting ToHit Buff for the dmg bonus (or Gaussian's ToHit Buff for extra speed, up to you) although my goal would be to allocate 3 Cytoskeleton Exposure Hamidon Origin Ehnancements. I always use Kismet on my Combat Jumping because the Kismet is on as long as CJ is on, so it's the easiest choice to put it. Same would happen with any defensive toggle such as Maneuvers, Weave, Phalanx Fighting, Grant Cover or Gymnastics from Tactical Arrow. It would also work with Hover but having Hover always on during a fight is something I wouldn't do myself because it's way too slow. If you slot it on a pasive def power that is always on, such as Agile, Doge, Lucky, Tough Hide (I don't think there are others) then it would be always on no matter what, like the Numina or Miracle procs. I know most of the above examples are melee powers, for Blasters in general I'd say Combat Jumping is the best option, then Hover and then probably Maneuvers (unless Tactical Arrow where Gymnastics would be my first choice).

I've posted my setup for how to get this slotted a couple of times now, but like Nightmarer said, you can put Kismet into any toggle power that takes Defense sets, and it'll work as long as the toggle is on. It only gives about 1.43% To Hit on it's own so the main advantage is that you don't need to over-slot Tactics anywhere near as much. To hit 22% without the Alpha slot you need a total of about 87% pre-ED enhancement in Tactics (mean you're over-slotting quite a bit). With the Alpha slot buffing it you only need about 42% pre-ED slotting in Tactics. So it potentially saves you a slot or two in Tactics but that's about it, you'll still need Tactics and a Kismet.
