You can hardly balance a set based on what builds some people use.
There are people that build tankers that use only auto powers for defenses and pool powers for attacks.
You have to balance based on what people are able to build instead.
I assumed the super blaster was using force of nature, the unstoppable semi clone.
Either that and/or the sorcery equivalent.
Outside of that you can't have resist values like that except in s/l.
I will say I've shifted my feelings some on this through the course of this thread. It does seem that TW is overperforming.
I am not sure though how you would address it.
I'm most curious about trying Change Momentum how it was when the set was first designed and Beta tested. To spring a sudden, significant power uptick right before releasing the set seems like a poorly thought out decision.
Is there more information available on this move?
Funny thing is I love anchovies, but I hate them on Pizza. On a salad though, especially with a creamy dressing like ceaser or blue cheese, they are awesome.
I also love Pinapple but not on Pizza.

I think that its okay to keep the extra damage from Rage on things like Epic pools and so on. But I don't think they should get anything else more than other sets.

Realistically it might be fair if you had a smaller crash for Brutes than Tankers in some way. Since really they will be getting less from the Rages.
Or something else along those lines. Less damage boost for Tanks, or something.
This is a little bit OCD I think. Its just a game mechanic its not like Rage plays the tough animation every 20 seconds.
But I guess I can see it. I wish I could have all my icons be the same color like they are on my Night Widow (well almost)
With the proposed scale changes stackable Rage will help Tankers a lot more than Brutes.
The irony being its generally Brutes that most want the stacks.
I think SS will benefit Tankers the most because of Rage due to the proposed scale.
Claws would be another one. Staff I guess in offensive mode. (though not as much)
They newer sets with reduced power buildups though should favor Brutes more than Tankers as a ratio. Street Justice, Titan Weapons (also the AOEs would not increase in size), Rad
Brutes can get more defenses than a scrapper.
For example your 18% number (SS will of course be more weighted towards Tankers than other sets due to rage benefiting their proposed higher Scale)
So if the Brute can get with 18% of the Tanker its okay then? I'm confused.
For almost all content the Brute can MATCH the tanker in survivability. If you never die, you never die. It doesn't matter if you never die 18% better.
I also remember the stated goal being Tankers do 75% of the damage as Scrappers
Scrappers would get 75% of the defenses of Tankers ...
If Scrappers/Brutes for practical purposes can get more than that .. well why are they complaning about a Tanker getting slightly more than 75% damage as well
Its almost like people want to enforce some Second Class AT status on Tankers.

SS is getting that Rage bonus to Damage abilities outside of SS literally for free.
All the other sets have to get by with inferior +To hit and +Dmg abilities. They don't have buffed Epic pools, etc to compensate for not having Rage.
Balancing things so SS doesn't "lose" this free damage is ridiculous.
You know it wouldn't be out of line to give brutes the 20 extra end too.

They use all the same sets as tanks after all.
Ah well, might have soothed some brute's nerves over the tanker dmg increase.
Might consider WP instead with as hard as TW is on END (and some other sets)
But that might be a useful test I think.
Could repeat it with IO builds that were very similar to each other.
Im actually kind of intrigued by the fact the set was designed with a much weaker build momemtum power in mind.
That might also help explain why its base damage numbers are what they are.
The timing of the tick events has been brought up as well.
I don't mean to suggest this accounts for 200 dps swings.
I more mean to suggest that all the 500 dps might be slightly high.
All the 700 dps might be more slightly high.
The ideal ruler would have no regen at all. Not sure if this is possible.
