I can buy them from a vendor in the superbase but not a merit vendor that i can recall. All the way down to level 5 if you are low enough level or turn on the vendor shows all enhancements option

Use it whenever. I tend to change builds in combat while tanking to see if ill survive when all my toggles drop. (Only while teaming of course)

Id actually be in favor of having 2 exit portals so i can still go to ouro and immediately click the portal to exit. And a second off to an area with some space so people can still get out when the portal is cluttered.

Id say its something between your computer and the server. I forget what the connection tracker is called, maybe pingplotter, that lets you see where your connection is getting interrupted. I also play on torch and havent had any connection or rubber banding for months. I did have my screen blink 'lost connection to mapserver' for about 0.1 seconds maybe 2 days ago. But even then i wasnt getting any latency problems before or after.

I think they are part of the arc. They just didnt change the color of the title or add the name of the arc to it. They also left them out on the ouro version of the arc.

If this can work im certainly on board. I could be wrong but i think a league is another one of those things that isnt supposed to be possible and moving a player isnt just the league leader moved them. Its more like a command was sent that quits the player from their current team and invites them to the new team with an auto accept. At least this is how it seems since the old team has all the players 'move up' one slot and the moved player is always at the bottom of the new team. Its possible that a change team leader could be issued in the same manner.
Dont expect anything regarding leagues and teams to happen quickly though. Im sure they would test extremely thoroughly to ensure any changes dont break teaming, assuming that anyone is willing to fiddle with the group code to begin with.

I bet that time before effect had its 1 deleted somewhere along the way. There might be something buried down in its actual code for why its instantly doing damage though.

When i first joined homecoming i was extremely slow to get around as well. I was in atlas park and headed to rikti war zone. First i had to ask if low level characters could even get into the zone (they can now). Then i headed over to the train to hit up steel canyon. I noticed brickstown was on the list after i clicked steel canyon so i went back in the train after loading steel to go to bricks. Turns out the trains are all linked now. From brickstown i go to creys folley and finally rikti warzone. I didnt learn there was a portal from atlas park to rikti warzone until after that group was finished. I was ultra slow reaching the group and nobody was irritated.
Ive since learned how to get around really fast but i usually choose the train or ferry when available over using the long range teleport or mission teleport. Ill take and drop the team transport so everyone can get around but ive still not had any problems from group members by going the 'slow' way.
And if you are ever on a Mothership Raid and get an Ambrosia, thats just a very rare drop from the rikti and has nothing to do with me being around.
Also, on a totally unrelated note, if any of my friends see this i need to run some Eden trials.

On torch our league leader has someone designated as incan teleport for each color. We spread out initially between the 4 to make the banners vulnerable and then accept teleport to each of the banners.
If its helpful they are always in the same order on the compass. From left to right its...
Red --> Blue --> Green --> Purple
And you can click them on the compass to get a nav pointer to their location.

They die when your level changes because of an exploit that gave a lvl 1 mastermind access to lvl 49 minions. Now if your level changes your pets die to prevent this. Maybe it wasnt the most convenient for the player but this is what the OG devs did to fix the problem.

Our league leader says if you are getting little or no xp to drop group and be reinvited because its a bug. Later it was said to be a bug with incandesence teleport. Its never happened to me so i cant say for sure.

Its hard to say if the game is bugged or if the map mod is causing a map issue. You would need to have the same problem without a map mod installed to indicate the bug is with the game.
We have been running trick or treat pretty hard with a full league in PI for several hours since the event started and 1 time someone said they couldnt see the dots. It was assumed that because there was 10+ people at each that the clutter of arrows was blocking the view but maybe the dots werent there at all. Unfortunately we didnt investigate further as our ToT league keeps moving really fast between each event location.

I think paste without formatting stops that. Possibly edit and change the font color. Ive only typed out my posts from in the forum and dont change the fonts so i cant say for sure what would work.

I believe one of the reasons it hasnt been ported over is because phantom army would make it too powerful. But the main reason people wanted it was for phantom army. Most likely illusion control wont be directly ported over. If dominators get something it will probably be heavily modified.

The last decent version of windows had 3d pinball - space cadet. All versions of windows without it clearly have no love for gamers.

Most other MMOs i played didnt have the ability for a high level character to join a lower level team so they didnt have to balance being over powered. They would just release a new raid where your current gear wasnt good enough and had an endless cycle of collecting the current gear that was better then your old gear. They would often increase the level cap during this process as well. These MMOs are 'growing up' and often excludes under geared characters from participation in high end content.
In contrast, City of Heroes is 'growing out'. New content is being added but all of the 'gear' is obtainable by anyone and not locked behind the top end raid. And with so many players making characters that can solo the game at +4x8, there is no nerf that could possibly work at making the game too easy on current content.
Cobalt mentioned a new level of challenge is in the works and we will just have to wait till it makes it over to the test server and give it a shot.

Assuming you are using the homecoming launcher you can click the settings icon on the top right and then click the homecoming tab. Under extra launch parameters type
-fullscreen 1
This is the only setting im aware of and it may just force the borderless window but it might force a normal fullscreen. Hopefully it works for you.

Power blast recolors very well. Some like psychic blast have alternate animations that can make the powers look very different, hand blast vs forehead blast. Using the fighting pool and epic/patron for melee would allow for a defender or corruptor if you want blast/melee/buff.
