I have been told in the past that every IO that exists as both a leveled IO or an attuned one (so Siphon Insight, but not ATOs) has a level attached to it, even if it is attuned.  I think the level resets randomly within the allowable range when it is converted.  You can test this if you are sufficiently bored:  Take a level 10 Kismet, attune it, then convert it by Defense until you get a LotG (lvl 25+).

    With just the ATO slotted, and its 23.19% recharge enhancement applied, you're looking at 89% chance to proc. Very reliable.

     

    @Bopper while we have you here, I was hoping you could answer a question if you happen to know it.  When figuring out the window while the Critical Strike is active, there has been some confusion as to exactly when the 3.25 second window begins.  I have always assumed that it begins after the Animation Time Before Effect (which is 0.767 seconds for Hemorrhage).  However, people have pointed out that the Crit Strikes ATO (both regular and Superior) also has an Animation Time Before Effect of 0.5 seconds, and so the 3.25 second window would actually open a half second later?  I've never bothered to test this out, but it would mean that some powers would be available for increased crit odds that I had assumed were not available.

     

    TL;DR:  If you have the ATO in Hemo and it triggers, when does the 3.25 second window begin?  Is it 0.767 seconds after the power is activated, or is it 1.267 seconds after the power is activated?

    A lot of this is relative though, like when you realize that smashing is a lot more effective against Zeus titans than lethal.

     

    As Ukase says, the wiki is a great short cut, although I'm inclined to check City of Data (all hail Uberguy) for the final word.

     

    In terms of specific weakness rather than relative weakness, Carnies consistently have a -20% resistance to lethal damage.

    As an almost exclusively solo player and as a formerly addicted marketer, I have a lot of single player SGs and also a lot of multiplayer ones.

     

    Storage:  any fresh default character generally creates their own SG and the first thing I do is make 15 enhancement storage containers.

     

    Specialization:  if I’m working a particular niche, which I usually am, I’ll have several characters involved.  Some create product; some convert product; some sell product to other producers of mine; some sell product to retail.  Having access to common storage is very useful.

     

    Roleplaying:  I’ve got plenty of light RP supergroups with themes.

     

    Player names:  if I can make a given character‘s name even more amusing by showing the SG name as well, you bet your bippy I’m going to do that.

I ran this mission for the first time in a while (a few months?) and every portal was spawning tons of bosses.  I've never seen this before on any other character, and I've probably run the mission a few dozen times.  I got 'er done by zerging the portals and trying to avoid attracting any attention of more than one group at a time, but I don't think that this is working as intended.  It's certainly not working like it once did.

    This is always possible, but I think in this case unlikely.  You said earlier that every time you looked, trades occurred higher than your listing price.  I'm willing to bet a fair amount of real money that as long as you have been listing them, someone else has been offering them more cheaply.  As for the last 5 trades, it is very easy to buy five items at 100k which paints the tape.

     

    You would be well served to spend a few minutes and find out what the lowest outstanding offer and the highest outstanding bid is.  The former takes a bit of bid creeping, which most people are loathe to do.  The latter just means offering one at 1 inf.

    I only claim unslotters from my Character Items now on characters that need them.  I was able to pull off a handful of thousands before they put the governor on, but now I just don't feel like spending a few seconds to extract one unslotter.  Ugh.

    I'm not an expert on AI by any means, but for the most part at this time it seems to be able to access lots and lots of human-created content on the interwebz and riff off that, very quickly.  I don't see it being able to do anything unique or groundbreaking, just very speedy.

     

    Just remember for every The Brain creating that content on the interwebz, there are thousands of Pinkys.

  10. Willpower does get a little mushy for endgame if you are pushing it; it's great for most content but when things go pear shaped they go really pear shaped.

     

    I would probably look to add Shadow Meld from Soul Mastery, or Unleash Potential from Force of Will, or most likely both.  But that's if you are pushing it.

  11. Praetorian Clockwork have tons of minions that use ranged energy attacks that debuff defense, and they tend to stay at range.  As a willpower scrapper, you don't have great ranged (or even energy) defenses and no defense debuff resistance.  Scrub bots suck!

     

    I don't particularly enjoy Willpower myself, but I used to have that same issue on my BS/INV scrapper before they added DDR.  My suggestion is to hold your nose for most of the arc and to hide behind corners and make them come to you.

    I missed that in the patch notes.  The "convert knockback to knockdown" process is or at least was that it takes the current knockback (which is a number greater than 1), divides it by 10 which results in a number less than 1 (which is knockdown).  What would happen is that sometimes the proc would activate and the additive value of KB would be over 1 and so most of the time it's knockdown but occasionally you get two triggers and a knockback.  I should test this again.
