Rain of Arrows likely needs a secondary effect like a chance to immobilize.

Now it's KB to KD IO and +recharge procs. I haven't seen someone use Whirlwind without them on HC. Same for Repel. EDIT: I forgot some players use Repel to knock mobs into the bowl on MSRs.

It's oddly effective but it feels as if your stuck in a loop of just using it to keep mobs locked down... also, (Your results may vary) I've found offensive procs work best as they trigger off each targets vs self buff ones (+rech, +build up, +heal) as they only have a chance to trigger on the first target. EDIT: It may be the only "Indiana Jones"-like whip power we have. If someone makes a whip set it would fit in with the 3 MM attacks.

Short Circuit. Takes so much to leverage and so long to fire. Can be devastating to even high def (base accuracy is 1.30) and mobs that normally resist most mezzing (Cimerorans) and wipe out their endurance in one shot... if you use power boost, slot for endurance, take clarion +secondary, an alpha that boosts end mod ..../brrrreeathes... and hope the mod doesn't resist endurance drains while also seeing their 1 percent of endurance still fire off any power they want. It is fun turning most mobs into every 5 or 6 second brawlers though. Honorable mention - Voltaic Sentinel.

I was going to wait until Summer 2019 to sell last's year's overflow IOs but never did. I just created more storage SGs to hold them... (reminds me to create a Hallmark Channel-esque Christmas Land SG base). I'll plan a few toons for the IOs but I'm likely selling about 100 in either March or April.

5:12 PM ESt now as I typed this but an hour or so ago the 10 mil packs sold out and player packs are now being sold. I bought one at 11.1 mil and saw two behind me sell for 16 million. Earlier today I bought 50 more at 10 million so player's packs are selling now.

Some things to keep in mind for your proc slotting: Procs that affect enemies will only have a chance to proc once off the first target. This means heals, +build up (I had the decimation one in Jolting chain for a bit), will only have a chance to proc once. Offensive procs have a chance to trigger off each target (Chance for Smashing, Chances for Hold, Chance for Stun, PVP and VR ST damage procs for Jolting chain, etc.) There are limited exceptions - If you use Electrical Affinity and have a chaining buff power then the heal proc can trigger off you for each teammate hit. Power Transfer is amazing for Electric Affinity due to this. Please note that the last time I played my Elec/Elec Defender was weeks ago. As for pulsing sleeps - I made an Elec/TA troller in beta and yes the two pulsing sleeps were nuts to overlap with each other. I just never had any endurance a few seconds into a fight! I also have enough Trick Arrow Projects in the works to roll the elec/ta on live.

You won't. The items are useable and the price will adjust soon. It's even fairly cheap to convert Winter IOs to what you want (pool is more limited).

Or having multiple hero-types ambush you instead of random security. It's a City of Heroes. There should be a few teams of do-gooders waiting for us. P2W does make many of the temps pointless but a few are quite good. I'd be good with Temp powers we'd get from Mayhems being purchasable with reward merits from a P2W vendor but you'd need a "voucher" stolen from a mayhem get them. But to be honest, when I can buy 100s of Daggers, stun grenades and tasers at a time... eh. The rewards do need a look over. The nostalgia has warn off a bit on doing it just to be old school. -
This reminds me to ask for a Summer Pack with Heal, Defense, Resist, Pet Damage and Slow sets.

I remember a delay to the packs going down to 10 million initially. It could be timed for the 5 weeks from the time they changed it. If so, expect only a day more at 10 million tops.

(EDIT: The) To-Hit (Bonus from Combat Teleport) is a buff. It can stack as many times as can fire it inside of it's 5-second duration. I've seen 4 icons on my character but consistently you'll max out at 3. You get the +to hit every time you teleport. It does not override other sources of to hit. Recent Hami raid I played with the to hit numbers thanks to other players casting clarion on me. I was dancing between my base 81.0 to hit (base + kismet) and the 117-130 range on to hit. I'd ask for a picture of your combat attribute tab with To Hit's sources listed to give us more information. All sources should stack regardless if the numbers log is keeping up with it to show you it's actually there.

I didn't know how to answer that because it didn't proc until attempt 40-plus during beta. Then it didn't proc again no matter how many tries it felt I gave it (i'm guessing another 50 but memory fades). Something interesting though: I just tried it (3:40 pm est) on a toon on Test server a few minutes ago and it fired on try 20 (so right on your 5 percent). Then it fired 5 times in the next 6 attempts. Yes, this could be a visual glitch with the icon for a trigger or two but I was tracking my damage bonus and saw the 80 percent bonus. Then it triggered once in the next 20 attempts. I'd still get more reliable use out of a build up or rage-type power.

I think it didn't proc until my 40-50th try and then it didn't fire again.

Combat Teleport can recharge in less than a second and is instant use. May be what is messing with the numbers. I think I saw it proc once in 80 or 90 uses.

Since the WST week started, I've called in on all attempts. Including the one or two characters (one character on each account may have 6 or so completes as Trial starters) that kept doing it - about 3 dozen total attempts that were just mission xp/inf rewards and the merits for completing. No SOs, IOs or anything else.

There has been a thing where running Who Will Die Part 1 from the contact gives no recipe at the end but if you run it through Ouro it always does. Back in a few minutes. Edit: Back, and no recipe drop from running WWDP1 via the Crystal/Ouro and it things like RR, A's Heel, Call to Arms, etc. recipes did drop consistently from doing it this way a few months back. Someone on Discord said it was reported in i27's Closed Beta that the Cavern trial recipes to stopped dropping. Seems like it's all the recipes from these TFs/Trials (at least the low-level ones).

So no mission is giving a recipe even if you have a day job running? EDIT: You didn't say it like that but I am as I test it later. Also: Going to try this today - running low level arcs or Who Will Die Part 1 to see if no recipe is dropping there either.

Please note: My plan was to keep it as a defender for the higher debuff numbers highlighting the proc-ability of the build, but... I did the WST before I unlocked the Alpha slot. It's just so easy to run the Cavern trial and I wanted it done before I ran the Welcome to the Vanguard arc and joined Indom's nightly MSR. Realized my error when I got the Alpha unlocked noticed during the ship raid. I can re-roll the defender (maybe move the current one to another server for a different build down the line) to still get the notice. Power leveling another one isn't a big deal (hey, who doesn't need an excuse to finally clean your house while AFK fire farming?) but would I be better served by making a Corruptor version instead? Anyone favor the defender or Corruptor versions?

Among the new sets they need (slows, etc) will have to be Accurate Teleport. +5 Boosting range/end or to hit/end should be 19.9 range(or to hit)/33 end redux. +5ing an end/to hit/rech should be 33/19.9/33. +5 to hit or range 31ish, end redux or rech 53. Do NOT put a +build up in it. Has a 1 percent chance of firing (yes I've tested that). +Perception IO does work though.
