i use the filter just for Excelsior and does not appear to me. From the list I would be in the top 30. ?!

You need to download their client and do the verification process to appear.

That City of Badgers download isn't working properly for me, so rather than waste time fiddling with it to see if it's user error, I know I have them all, I'll just skip it.

is there a badge channel...i need help with the PVP badges.

Each server has a set of channels that include "Server name", "Server name" Badges, "Server name" Monsters, "Server name" TFs, "Server name" PvP.  Plug in your Excelsior or any other server name.  However, at least on Excelsior it seems to me that most of the chatting goes on in Help, LFG, and General.  I would advertise on LFG what badge you were going for and wait for the tells to come in.  You could certainly say the same thing in Excelsior Badges and Excelsior PvP but you'll get less response.
