Add more day job locations to where they make sense

Presently in mind: Add Commuter and Smuggler to the blueside ferries between Talos and PI (since badge progress is alignment locked people would still only be able to work toward one at a time), Smuggler to the ships going to and from Striga (for rogues), and Commuter to the redside ferries (for vigilantes). 

 

Just something I was thinking about because of the blueside ferries not being a badge location while the redside ones are. Would be nice if there were some symmetry there.

• Law Enforcer - At the various Precincts
