On a more serious note only certain missions or events have weather effects  and all it really is is a personal aura that only you can see that imitates snow or rain.

Long ago I was hoping they'd put in variable weather for the city and permit characters with Storm Summoning powersets to log into the data terminals and vote for the weather.

Would be cool to have rain the same way we got Snow all through winter... but we had non-stop snow and not a single snowflake remained behind... so... no mater how much rain we get, that floor will remain dry.

Nobody did rain better than Matrix Online for that time period. I myself have asked for rain on live and the simple answer was, no. The reason given is because it would require too much man hours when those man hours could be spent on progression content.
