I would like to toss a hat in the ring for an EndMoD set or two, specifically for EndMod Powers that don't do damage and may not require ToHit checks. Power Sink, Energy Drain, Energy Absorption, Recovery Aura, Seishinteki Kyoyo(VERY MUCH), and the like. I may not be the first to ask. I'm basically looking for a mirror the the Healing Sets.

The sets that do have ACC (but no damage) still work in those sets and I believe they have one low level set with no ACC in it.

I'm not against the idea, but is the idea different set bonuses?  Or thinking it would give better RCH/END Reduction?

It would probably just give better stats to recharge/end/endmod, maybe have some kind of self-benefiting proc with it. Basically accuracy is a wasted stat in powers like Ninjutsu's self recovery power and that's why the OP wants a new set without that stat in it. The bonuses would probably be different as well for variety's sake but that's not the main draw. 

 

Using a crappy level 20 max set (Energy Manipulator) is really not valid outside of very early levels, and that set only has 3 total pieces (one of which is a stun proc, so really only 2 pieces for the powers the OP is talking about).

I won't speak for the other non-ACC using abilities, but for Ninjitsu, it's +END Power really just shouldn't use a set.  It's a 1 to 2 slot wonder, and I'd either use 2 +5 ENDMOD/RCH IOs or 2 +3 ENDMOD/RCH D'Syncs.

Set bonuses can be found elsewhere in that case.

Honestly, a set that was

- End Mod

- End Mod/End Redux

- End Mod/Recharge

- EndRedux

- Recharge

 

And then either

- End Mod / End Redux / Recharge

- a proc

 

Would be pretty nice. It wouldn't even have to be a damage proc, being able to slot Power Sink with a chance for knockdown proc would be pretty fun.

 

For set bonuses you could probably do something like

Rare

2) 2.5% Recovery

3) 1.88% MaxHP or 1.8% MaxEnd

4) 3% Resistance (Smashing, Lethal)

5) 5% Rech (to make it slightly better than Efficacy Adaptor but slightly worse than Synapse's Shock)

6) 3.75% Defense Melee, 1.88% Defense (Smashing), 1.88% Defense (Lethal)

This is pretty much exactly what I was looking for.

So does Efficacy Adaptor and Performance Shifter. Neither of these sets have any damage components, so they also fit the request for a no damage endurance modification set. (Edit: Which is what @BrandX was talking about. Sorry, @BrandX. And like @FupDup said, Performance Shifter has a self-benefiting proc. It has a chance for +END proc in the set.)

Was just about to post this.  Went back in and looking at all the sets a little closer.  Preemptive Optimization fits exactly what was asked for in terms of Stat Boosting the power.

 

97.49% Endurance Modification

91.78% Recharge

68.9% Endurance Discount

 

Those stats are better than the one suggested as that power would only reach 68.9 on Recharge and Endurance Discount, if it came with a proc instead of RCH/ENDMOD/ENDRED.

 

And it comes with

 

2: +END (close to the +Recovery in the suggestion)

3: +HP (same as suggested)

4: +Psi/Tox (Not S/L like suggested but Resists)

5: +Recharge (just a bit less than suggested)

6: Range Defense (Defense, but not melee like suggested)

 

However, for the stats requested, Preemptive fits the bill.
