The devs just gave us a HUGE  gift, snuck it in at the last moment into the patch notes. If you didn't read that novel whole thing, well, can't blame you, but here's the scoop:

 

BASE SHIFT IS GONE

That's right. Here's the quote from the patch notes:

Significantly increased the precision which base item positions and rotations are persisted in the database. This solves the issue of items "drifting" from the position they appeared in the editor after the base mapserver has shut down and restarted.

 

Easter Bunny and I both did quick tests. Mine with in a base I know is prone to shift, with something I'd given up on positioning. And I placed it as I wished...and it stayed. IT STAYED!

 

So, the devs have now given us the number one item on our base poll wish list. THANK YOU, DEVS!!

Oh nice. Maybe I'll try to reprise my starship build high up above the base level, then. I'd scrapped it several times due to constant drifting.

Should  work.  You can also build around the base like I did for mine, not only kept drift down, but then you don't see a base anywhere because the ship IS the base. (ONES-5030 on Excelsior if you want to look)
