There's also the SG base empowerment station buffs if slotting endurance isn't working (or you don't want to). This just feels kind of redundant because a P2W/START power for helping your blue bar already exists. I wouldn't hate it or get mad if something like this got added, but I don't see any value in adding it either.

From level 1-19, via DFB you can pickup

Hydra Chemical Recovery Enhancer +15%

 

From levels 15-30, DiB you can pickup

Shivan Exposure Recovery Enhancer +9%

Early levels, I do tend to put more End Reduction on various powers until the set bonuses take care of it all.

I think we need another pair of prestige power attacks like the Nemesis Staff/Blackstaff and Sands of Mu/Ghost Slaying Axe more than we need another Endurance management tool in the box.
