That’s right, I’m suggesting enhancements that will extend the recharge rate of recharging powers.

 

And yes, this is to enhance proc probabilities at the expense of one or more slot choices.

Procs are desperately out of balance as it is.  We don't need more of the "git gud" crowd making everything about minmaxing them.

I’m not a fan of damage procs either (my solution is to cut damage on them) but there are powers that are made to proc and there are powers that are made not to proc.  I’d like to add some diversity to this in theory.

 

Like take a short recharge st ranged attack.  Procs are generally useless on something like this.  But what if you could add a -recharge enhancement (maybe even to offset set recharge!), use up a slot, and get something that activates a reasonable amount of the time?  
 

Not a hill I’m willing to die on for sure, but I thought it was interesting enough to mention

Wouldn't actually help much.  Proc activation looks at the base recharge time, enhanced recharge time, area factor, activation time and... I forget what else.  Enhanced recharge time does reduce proc chances, but not as much as the other aspects of the power.

 

A quick look at the sentinel T1 attacks shows that most have an unmodified proc rate of 29% with a standard 3.5 PPM proc.  The 4s base recharge time, coupled with the 1.188s activation time, is why.  Slotting a single level 50 RchgRdx IO only drops them to 22%, so spending a slot on a "negative Recharge" enhancement (which couldn't simply be a tweaked Slow enhancement, because being Slowed doesn't actually affect proc rates in any way) would, at best, only bring you back up to that same 29%.

 

Spending that same slot on another proc, however, gives you another 22% proc chance (assuming the same 42.4% slotted RchgRdx), which is muuuuuuuuuuuuuuuuuch better than anything you could regain from the "negative Recharge" enhancement.  Really, in any power where you could slot the proposed enhancement, you'd be better served just using another proc.  This "negative Recharge" enhancement would just be a newb trap.

To be fair, there are a lot of damaging powers that can only slot a single proc due to lack of accompanying debuffs, and a lot of debuff powers that are similar due to doing no damage. Actually, this would be super good on short recharge debuff powers. However, it would be entirely useless on toggle powers which brings us back to the newbie trap issue.

 

I think this could be a really interesting PvP enhancement category for that only purchasable from PvP enhancement vendor I am in favor of. The expectation of aand demand for higher level of game mechanics engagement makes it being a newbie trap less of an issue there. That being said, I have no idea how useful it would be after the proc changes that will one day be so maybe it'll never happen anyway.
