If I quote from the former, it properly attributes the quote to Troo. My guess is that quoting from within another quote causes it to be attributed to the person that quoted and not the person that originally made the statement, if that makes sense. I tried rewriting that sentence about four times and that is about the least confusing as I can make it! I'm just noting it with no expectation of a change.
