Bigger is a toon with a neat RP hook: she's a brute who has a nerdy scientist costume and her normal TALL self with torn clothes.

Well, even with the height slider scaled to the max, she can still be... bigger.

It just takes text editing of her costume file. I have a character of my own who is a giant robot. A friend who hangs around on SCORE told me about a neat undocumented feature of costume files: you can go beyond the limits of the scale sliders in Icon. Not much, but enough to make people go "HOW did you DO that?"

Here is the text of the "Get in the Robot, Kid" costume file:

The most important part is here:

CostumeFilePrefix male
Scale 35
BoneScale -1
ShoulderScale -1.669e-006
ChestScale -1
WaistScale -1

The maxed out height slider at Icon is "Scale 25" but the game will parse that value to 35, giving you roughly another head of height.

So. You save your costume to a file at the tailor, open it in notepad and fiddle with the Scale Value, saving it as the same file name. Return to the game and load the costume file for a costume slot and voila! You have a REALLY tall character.

There is one caveat: in-game chat bubbles will appear to be emanating from your character's chest.

The height can also take you the other way, making a TEENY character, but I don't know the limit that the game will parse in that direction.

It's worth noting that this doesn't work on female skeletons.

The max in-game height for a female skeleton sets the scale to 36, which is the highest the game will recognize. :(

(I was super sad when I discovered that for my Titan/Bio, I wanted her to be taller...)

Well I can't speak for making female characters taller, but I tried this on a small character and was able to make her smaller.  I had a min height character and according to the costume file the scale was set to -27.  I tried setting to -37, and I got an error, but then I tried -35 and  this worked.  Here are the results:

Still not super tiny, but smaller than normal.

"Hey Hero, my eyes are up here."

"Well yes, but your words are coming from your chest"

What I would really like is taller female characters with the legs still shorter than the scales will let you make.  Currently, shortening the legs as far as they go makes the character shorter, and the legs are still disproportionately long for my tastes.

Is this disabled? Or is the in-use costume file stored somewhere other than the saved costume folders (in one of the piggs)? Because loading a costume seems to set the scales back to whatever were on the character already.

That's bugged me every time I make a woman character.

Nope, for sure still works, I've got a couple chars that use it.

Added note: male skeletons you can barely make shorter, female you can make quite a lot shorter.

Then clearly I'm doing something wrong.

First costume is height scale 36. save it, change to 22 then load into costume slot 2. when i swap from costume 1 to costume 2 I'm still the same height.

After character creation I believe you may have to go to the Icon Vendor "Icon Cosmetic Surgeon" that allows you to change your body type/sizes. There's an Icon Tailor shop in Atlas Park, north side. These body altering changes would probably not work at a trainer or typical Icon employee.

Good luck hero!
