So this past weekend some SG mates and I made some toons for S&Gs.

I designed her to be a sort of speedster and have tried to make her as close as I can get to one in CoH.

I was playing around with her in Pines and I'm sort of happy with how she's turned out.

 

I wouldn't mind some C&C for it since I'm mediocre at best when building stuff.

Off topic (mostly), but you should totally look into Martial Combat on Blasters. It has a HUGE speedster feeling to it, with a three-time use PBAoE teleport (Burst of Speed) and a PBAoE slow +regen and recovery buff (Reaction Time), which also gives you recharge and run speed upon turning the toggle off

When I wanted to try to make a speedster, I went with Kinetic Combat and Radiation Armor on a scrapper.  The SFX from Kinetic work well with the concept, but most of the 'speedster' aspects of the build proved counterproductive: there are too many narrow sewer doors, catwalks, and caves that making your character move fast can be unhelpful.

There's not a lot of melee sets that are faster than Claws so you may want to keep that in mind.

Guardian Survivor, occasional tanker and player of most AT's.

While it's not necessarily the most optimal tactically, I would think Super Reflexes would be most thematically appropriate for a speedster character.  Also, I keep wishing they'd add some sort of speed-melee set, with stuff like dashing between enemies, etc.  Kinetic Combat doesn't FEEL fast, sadly.

I'd have to go digging for the thread but there was one 'thought' experiment thread about /SR on the live scrapper boards about building for move speed without using SS.   Lots of GotA and other sets, double slotted sprint, swift etc.. and it was definitely a very quick character.  Probably you could do something similar with Electric armor (or any set with a Quickness type power) but you'd be harder pressed to find room for the GotA set +runspd IO's with resistance sets like Electric.

Honestly, with that combo, I'd go this way with the build.
It's based off my Claws/Electric Brute.  And it's a fracking MONSTER.

You wind up:

A) Capped on Melee Defense
B) Essentially capped on S/L/E/F/C  (F/C is 89.9%)
C) Only 1.3% slower on Recharge,
