Or seeing all the presents abound, or the Winter Lord spawns, or the Winter Event being active in the LFG tab, or going to Atlas Park and seeing the snow, or going to Pocket D and seeing all the broadcasts for Snaptooth, or... well that's all I could think of off the top of my head, but I think for anyone who has played the game since 2004, they are aware of the Winter Event. And can you imagine the excitement of seeing all of this for the first time if you were a new player!?
Well with any data, it's important to validate it independently to ensure accuracy. On the other hand, I can completely ignore that previous statement by saying this is a video game that I'm able to play less and less and someone else already did the work. I'm confident in the results based on my own confirmation bias, but if I wasn't, I'd provide my own data conducted using the same methodology as the original poster.
Well as folks have pointed out, it is apparently so easy that anyone could do it and not doing so is tantamount to neglect - so by that logic it must be fair to also assume that there is a good reason it hasn't been done.
I'd wager the Homecoming developer team are taking some well deserved time off after dropping two pages so close together. Or real life got in the way of things.
I'd have to look at the XP tables, but I'm sure a Level 1 getting a +4 AV defeat would suffice to reach Level 3. Otherwise it's going to take multiple events (already at 99% full bar, AV defeat, mission complete, task force complete, double xp, Day Job XP bonus) something like that.

Grab pet, move to other pet spawn, log out, log back in, click pet, move to third spawn, log out, log back in, click pet and assuming all pet spawns were available you'll have three pet heavies.
