Yeah, if you're joining a "Master of" anything, and you know enough to know that "Master of" means special requirements but not enough to know the requirements... yes you should be proactively trying to figure that out if you're going to join.
You should be comparing what procs do vs regular damage enhancement to make this determination. I calculate the average damage per proc (proc rate x 71.75) and then calculate what percentage damage enhancement that equates to.
You also need to consider proc rate vs recharge. For instance, Scrapper/Stalker snipes might do more damage if well frankenslotted and proc bombed, but you have little to no chance of working them into a coherent attack chain if the recharge is too long.
This thread is definitely tempting me towards taking my claws tank Catgirl ERP for a vacation on Everlasting, but it does feel insensitive to the OP to say so.
What do you consider to be the evidence for this?
The only thing that's obvious to me is that the best mitigation is both, but beyond that I'm not sure.
Personally I think the first thing they should do is give Force Field the Super Reflexes perk of great DDR. That would mean Force Field gets to be distinguished even in a world of general high defense.
@UberGuy any chance CoD will be updated with latest values from the open beta before everything goes live? Was trying to get a Seismic/Earth build input into my spreadsheet, but have no idea how wrong the numbers are seeing as how Earth Manipulation still has Power Boost on there.
Better to just add one handed alternative animations on Beam Rifle here. Unlike a handgun it’s not going to look silly trying to make 8 animations with one energy pistol because at least each attack has a different looking beam.
